Position Description:


The successful candidate, as an instructor, will provide both operational and technical support, along with delivery of curriculum that will support the Cyber Center of Excellence (CCoE) fostering self-development for students who are training to become this vital work role within the CMF, platform instruction, assess student performance, maintain all  training resources, assist in the development of training schedules, manage exams, administer practical exercises,  and assisting students with developing, preparing, and practicing presentations.

 

Required Education and Experience:

  • Have five (5) years of service (military/civilian/contractor) as an Exploitation Analyst conducting offensive cyberspace operations as part of USCYBECOM, or service component cyber commands directly supporting a COCOM/JTF Headquarters. OR:
  • Five (5) years’ experience as USCYBERCOM DNEA and certified at the Senior proficiency level. OR:
  • Five (5) years’ experience as a USCYBERCOM TDNA and certified at the Senior proficiency level. OR:
  • Five (5) years’ experience as a USCYBERCOM Cyberspace Operator and certified at the Senior proficiency level.

AND: (Meet two of the nine)

  1. Four (4) years’ experience at the tactical level or higher on a Cyber Mission Force Team conducting Offensive Cyberspace Operations (OCO).
  2. Three (3) years’ experience developing TRADOC and/or USCYBERCOM scenarios to enhance curriculum delivery.
  3. Three (3) years’ experience in: Networking, Security Windows, UNIX, and Programming.
  4. Three (3) years’ experience creating and developing virtualized environments; VMware and/or OpenStack.
  5. Two (2) years’ experience using PowerShell or BASH automation, scripting, and automating repetitive tasks.
  6. Two (2) years’ experience with Virtualized Environment administration.
  7. A bachelor's degree in (at least one): Cybersecurity, Computer Science, Information Technology, Information Systems, or Computer Forensics.
  8. DoD Approved 8570 Baseline Certification (Any IAT Level 2 certification or higher).
  9. Verifiable experience with hacking methodology

Required Demonstrated Knowledge/Skills/Abilities: (Meet 6 of the 23 listed)

  1. Perform analysis for target infrastructure exploitation activities.
  2. Compile, integrate, and/or interpret all-source data for intelligence or vulnerability value with respect to specific targets.
  3. Examine related metadata and content with an understanding of targeting significance.
  4. Develop target access opportunities in support of cyberspace operations.
  5. Build operational and mission data in a target tracker.
  6. Facilitate target deconfliction.
  7. Produce network reconstructions.
  8. Analyze target communications to identify essential elements of information in support of organizational objectives.
  9. Perform and document social network analysis.
  10. Develop profiles using appropriate tools and databases.
  11. Perform project or mission profile management.
  12. Enable the operational level planning processes.
  13. Provide input for the development of Cyber Effects Operations plans and targeting requirements.
  14. Assist in the development of Courses of Actions (COAs) linked to objectives.
  15. Identify and document intelligence gaps and shortfalls.
  16. Reproduce network reconstructions.
  17. Perform operational use of collection databases.
  18. Knowledge of cyber operations activities and concepts.
  19. Knowledge of cyber-attack stages (e.g., reconnaissance, scanning, enumeration, gaining access, escalation of privileges, maintaining access, network exploitation, covering tracks).
  20. Knowledge of network topology.
  21. Knowledge of the Joint Targeting Cycle (JTC).
  22. Knowledge of the overall mission of the Cyber Mission Force (CMF) and how it's organized inclusive of team organizations with work roles.
  23. Knowledge of how Information Needs and collection requirements are translated, tracked, and prioritized across the extended enterprise.

 

Additional Eligibility Qualifications:

  • Capability to read, write, speak, and understand English.
  • Possess and maintain a valid driver’s license.
  • Possess and maintain all required training and certifications as stated throughout the Performance Work Statement.

Security Clearance:

Possess a final Top Security Clearance and Single Scope Background Investigation (SSBI) with SCI eligibility at work performance start date and shall maintain the required security clearance throughout the life of the contract.

 

Supervisory Responsibility:  None

 

Work Environment:

Normal hours for conducting business between the hours of 0800 to 1700, with personnel schedules staggered to allow for classroom availability between the hours of 0700 to 1800 Monday thru Friday except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Personnel work schedules may be “flexed” to meet the training needs of the Cyber School for weekend and extended duty periods during regular training and exercises, while still adhering to the standard five-day work week. Overtime will not be authorized.

  • Position generally requires light work with occasional lifting of up to (30) pounds or more, carrying supplies, equipment.

  • The ability to communicate clearly with an excellent comprehension of the English language is essential.
  • Work is generally performed in an indoor setting.

Travel:

Travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to support tasks and requirements may be required.
