Summary: This is a management position responsible for leadership, implementation, oversight, and daily operations of the Parents as Teachers (PAT) evidence-based early childhood parent education and family support program. Maintains collaborative relationships with various community partners, referral sources, and the PAT National Office. Reports to the Associate Director.

Parents as Teachers is an evidence-based home visiting program that promotes healthy development, school readiness, support for the parent-child relationship, and family well-being for children and families, prenatal through kindergarten.

Essential Functions:

  • Oversee and monitor quality and service delivery practice standards to meet performance expectations in accordance to accreditation and regulatory standards (Children’s Board of Hillsborough County, United Way Suncoast, Council on Accreditation, PAT Essential Requirements/Quality Blueprint, PAT Quality Endorsement etc.)
  • Coordinate the delivery of family outreach, engagement activities with a focus on child development and parent education and support.
  • Responsible for model fidelity implementation of the Parents as Teachers ™ model with families and caregivers across Hillsborough County. This model includes: Home Visits to deliver the Parents as Teachers Foundational Curriculum in culturally sensitive ways to deliver services that emphasize Parent-Child Interaction, Development-Centered Parenting, and Family Well-Being, Group Connections, Developmental screenings and Community resource information and referrals.
  • Cultivate and manage ongoing collaborative relationships with the early childhood and family serving community and act as the primary liaison with the Home Visiting Advisory Board.
  • Assist in the development of annual budget, scope of services and program goals.
  • Manage program expenses in according to established budgets and agency procedures.
  • Manage all administrative aspects of the program including maintaining daily operations, budget, collecting and analysis of program data, accreditation and funder requirements.
  • Recruit, hire, and professionally develop and supervise assigned staff, interns and volunteers to include the completion of employee evaluations.
  • Supervise lead parent educators and quality assurance (maintaining necessary documentation of the following activities)
  • o Provide at least 2 hours of individual reflective supervision monthly to lead parent educator and assigned staff.
  • o Provide an orientation process for new lead parent educators that begins with hiring and continues throughout the first year after PAT training
  • o Conduct at least 2 hours of staff meetings monthly that cover administrative issues and provide opportunities for review of implementation data, case discussion, peer support and skill-building
  • o Facilitate parent educators’ completion of an annual core-competencies self-assessment
  • o Complete an annual performance evaluation of lead parent educators and assigned staff, including written professional development goals
  • o Ensure that parent educators obtain necessary professional development and renew PAT certification.
  • Ensure that staff have access to necessary technology, workspace, and supplies to effectively fulfill their responsibilities.
  • Coordinate program’s compliance to contract, grant, accreditation, and agency requirements.
  • Monitor service documentation, data collection and reporting to funders (including annual submission of the Affiliate Performance Report to Parents as Teachers National office)
  • Attend staff meetings, on-going in-service training and supervision as required.
  • Participate on appropriate agency, project and community planning teams.
  • Performs other related duties as assigned.

Requirements:

  1. Master’s degree in behavioral science, social work or related education preferred; Bachelor’s Degree required.
  2. A minimum of 5 years of non-profit program management/administrative /supervisory experience in the field of child and family education and support services.
  3. Professional, self-directed, follow-through on projects and prompt responsiveness to internal and external stakeholders.
  4. Good interpersonal skills, team-oriented, customer service focused enjoys working with others.
  5. Strong verbal communication skills and demonstrated ability to write clearly and persuasively.
  6. Ability to understand, analyze, and monitor budges and funder contracts.
  7. Proficiency in of Microsoft 365; Word, Excel, Outlook, PowerPoint, SharePoint and experience working in an online data management system (such as Penelope, Visit Tracker)
  8. Ability to walk, stand, climb stairs, kneel, bend, reach, and manipulate objects; move materials up to 10 pounds on a regular basis; infrequently require moving materials weighing up to 20 pounds. Involves frequent use of computer and office machinery with ability to operate a keyboard and mouse, regularly required to read information on computer screens and printed materials.
  9. Ability to work some evenings and weekends when needed.
  10. Some travel around Hillsborough County required.
  11. Must be sensitive to the cultural and socioeconomic characteristics of the population that Champions for Children serves.
  12. Must have a reliable car, active auto insurance, and valid Florida driver’s license
  13. Must be able to successfully complete a criminal background check, motor vehicle records check and drug screening.
