Position Summary:

The Housing Choice Voucher Liaison (HCVL) reports to the CEO. The HCVL provides reporting support regarding housing stock, lease-ups, re-certifications, and move-in/out processes to ensure that property owners and landlords are processing documents and performing customer service within the goals of the HCV department. They are responsible for working collaboratively with occupancy specialists, case management staff, disability rights staff, and program leadership to identify available housing opportunities for people experiencing homelessness in Bridgeport and those who may need a reasonable accommodation to service disability-related needs. This position is responsible for managing PCC’s project-based voucher program, including ensuring voucher contracts are up to date and in compliance, ensuring timely referrals and occupancy of vacant units, and tracking and reporting.

This individual is required to actively seek out, obtain, and maintain relationships with landlords for housing placement. The HCVL will provide training to staff and participants on housing opportunities and tenant/landlord roles and responsibilities and support participants and landlords with mediating and resolving housing retention issues. The HCVL will maintain a housing resources database, including current available housing units and accessible housing options in Bridgeport. This individual is an integral member of the HCV Team and works collaboratively with all aspects of PCC’s housing programs, representatives of other non-profit agencies, staff from local government agencies, and landlords/property management associations.


Key Duties/Essential Job Functions:

Landlord/Client Management

  • Develop and maintain relationships with landlords that provide housing in the private rental market for program participants.
  • Conduct outreach to landlords, landlord groups and/or associations, present information about the program(s), and build landlord partnerships.
  • Proactively seek out and identify available housing units and collaborate with landlords and case managers to support client housing placement and retention.
  • Coordinate with case management staff to match and place households with available housing units and assist them throughout the lease application and placement process.
  • Assist clients with negotiating leases with landlords.
  • Assist participants and landlords with mediating and resolving conflicts
  • Record, track, and disseminate information on identified available housing units and maintain a housing resources database.
  • Serve as an information resource by conducting research, assembling data, and performing special projects.
  • Create and maintain resource guides on the local area housing market, local landlords, tenant rights, eviction prevention, financial advice, and other topics to assist families in securing and maintaining housing.
  • Increase landlord participation in PCC’s HCV program; conduct symposiums annually to foster networking and information exchange with potential future landlords.

Contract Administration

  • Prepares A-HAP and HAP contracts for new or renewal of PBV-supported properties.
  • Serve as the point of contact between PCC and HCV department staff to resolve programmatic issues or garner needed information and clarification.
  • Monitor contractor activities, track contract amendments and SOW changes, monitor progress and performance against contract requirements, and provide reports to PCC leadership.
  • Performs detailed review of contractor invoices to ensure conformance with contract provisions and budget.
  • Requests additional information and invoice modifications to ensure compliance with contract terms and conditions; participates in the approval process for payment of contractor invoices
  • Briefs management on contract issues and disagreements and recommends appropriate courses of action.

Customer Service

  • Provide excellent customer service to program participants and landlords by explaining and consistently enforcing program guidelines and regulations.
  • Treat all residents and landlords in a respectful non-judgmental manner.
  • Respond to inquiries, phone calls, and correspondence in a timely manner.
  • Mediate and negotiate communication with client and landlord as needed.
  • Maintain required reports and statistics on a monthly and annual basis as required.
  • Coordinate with Housing Specialists to ensure timely inspections at admission to the program, annual re-certification, and condition of unit inspections.


Education: Bachelor’s degree in policy, public administration, social work, business, or other related field and/or (3) years experience in an HCV or other subsidy-related program. An equivalent combination of education and experience may be considered.


SPECIAL QUALIFICATIONS:

  • Must be certified in HCV management within one (1) year of appointment.
  • Knowledge of HUD regulations and programs is mandatory.
  • Knowledge of the local, state, and federal laws governing the Housing Choice Voucher Program, including Housing Quality Standards, health and fire regulations, landlord/tenant regulations, and evictions.
  • Skill in providing instruction on the HUD and the Housing Choice Voucher Program requirements to potential participants and landlords, groups of participants and landlords, and one-on-one.
  • Ability to establish and maintain effective working relationships with co-workers, landlords/property owners, consultants, contractors, tenants, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.
  • Ability to understand, act on, and interpret policies; and to implement regulations and procedures as set forth by federal, state, or local law and PCC.
  • Ability to perform program-required computations with speed and accuracy.


Working Conditions/Physical Requirements:

Typical office environment and able to attend meetings, training, and travel to PCC sites unaccompanied. The HCVL will frequently drive to job sites and other destinations required to perform the job duties for this position. The employee will be required to follow all safety rules and regulations when performing all job duties.
