Facility Security Officer

GC Associates USA requires a Facility Security Officer (FSO) to support the company by overseeing and implementing all security measures. The FSO is responsible for implementing and maintaining the facility's industrial security program in accordance with the National Industrial Security Program Operating Manual (NISPOM) and other government regulations, as applicable. The FSO should have in-depth knowledge of the NISPOM and experience with the Defense Security Service (DSS). The Facility Security Officer (FSO) is the primary representative of the company for security matters and is responsible for ensuring that the company complies with government requirements. The FSO will provide expertise, guidance and advice to the GCA executive management team. The successful candidate will serve as the primary point of contact for all industrial security concerns.
Duties and Responsibilities:
- Develop and deliver security education materials and maintain complete and accurate records of completion
- Development and implementation of reporting procedures as required by the NISPOM, including but not limited to: adverse reporting, administrative inquiries, foreign travel, foreign contact, and suspicious contact reporting
- Investigate losses and security violations and recommend corrective actions
- Conduct periodic security self-inspections
- Comply with periodic requirements for Security Vulnerability Assessments
- Interface directly with program management personnel to address security items specific to each program/contract
SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION:
Education: High School Graduate or GED required. Associates or Bachelor's Degree desired.
Skill Requirements:
- Requires 2+ years of experience as a qualified FSO, 3+ years of experience desired.
- Experience with the major systems utilized in support of the company's facility and personnel security requirements IAW the NISPOM. Has working knowledge and hand's on experience with:
- National Industrial Security System (NISS) to manage GCA's FCL profile and NISS requirements
- Defense Information System for Security to manage GCA employee PCLs
- National Background Investigation Services for PCL initiation and upgrade
- The applicant should also have experience working with the Insider Threat Program to serve as the company's Insider Threat Program Senior Official (ITPSO)
- The selected candidate will work either virtually or from a physical address in Honolulu, HI. They will lead a small team of security specialists (AFSOs) in day-to-day security activities (e.g. visit requests, clearance verifications, production of DD254s), as well as longer term security requirements (e.g. annual training, inspection preparation and execution).
- GCA desires candidates who can operate in the virtual environment, is a self-starter, and can lead a small team to reach our security goals and compliance with the NISPOM.
Security requirements: Possess a current Top Secret Clearance. Applicants with a Secret Clearance may apply but must be eligible for a TS upgrade.
