Basic Purpose
 Under the general direction this position will develop, plan, and coordinate various activities to measure and assess the delivery of quality treatment services at the facility.  This position includes the essential function of maintaining compliance with appropriate regulations and accreditation standards of regulatory bodies such as the Joint Commission on Accreditation of Healthcare Organizations (JCAHO); the Commission on the Accreditation of Rehabilitative Facilities (CARF); the Centers for Medicare and Medicaid Services (CMS); and the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) as outlined in Oklahoma Statutes, Oklahoma Administrative Code, ODMHSAS and facility policy and procedures.Typical Functions
  • Reviews and documents the planning, evaluation, and implementation of the facility's approach to designing, measuring, assessing, and improving performance.  Consults in the development and implementation of performance improvement activities and projects of departments, services, units or teams.  Maintains current knowledge of JCAHO, CARF, CMS, and ODMHSAS requirements, as appropriate, and quality improvement concepts and techniques. Provides information to persons responsible for performance improvement activities throughout the facility and will report the outcomes of these activities to the facility management team.
  • Coordinates surveys by accrediting and certifying agencies.  Provides staff with information on practical ways to comply with standards and regulations. Tracks items not in compliance and coordinates the response of corrective actions. Reviews facility policy and procedures to ensure compliance with standards, requirements, and ODMHSAS policies. 
  • Directs outcome management through development and implementation of applicable policy and procedures; collecting and compiling data; identifying trends; and recommending programmatic changes.
  • Participates in processes to review clinical documentation for appropriateness of admission, continued treatment, delivery of services and authorization of admission and continued care by third party payers.  Collects and analyzes treatment utilization data and reports findings and trends to facility leadership.
  • Develops the consumer-based planning and assessment tool and incorporates staff and consumer input into an annual report for analysis of program responsiveness to consumer needs and recommends programmatic adjustments.
  • Reviews, revises, and implements processes to ensure compliance with nationally accepted credentialing and privileging practices and ODMHSAS policy and procedure.
  • Encourages facility implementation of best practices, working with clinical leadership to identify measures of successes.
  • Performs other duties as assigned.

Job Type/Salary:
Annual Salary is $23.92 hourly/ $49,750.00 yearly
Primary working hours 8am-5pm Monday-Friday

Minimum Qualifications and Experience

Completion of the curriculum requirements for a master’s degree in a behavioral health field, and two (2) years of professional or administrative experience in a behavioral health care setting OR a Bachelor of Science in Nursing with an Oklahoma licensure as a registered nurse and three (3) years of professional or administrative experience in a behavioral health care setting OR an equivalent combination of education and experience.

Knowledge, Skills, Abilities, and Competencies

Knowledge of public, treatment/rehabilitation and mental health administration; federal and state laws and regulations related to the operation of a behavioral healthcare facility; of supervisory techniques and principles; of standards required to maintain JCAHO or CARF accreditation, CMS requirements, ODMHSAS, OAC and facility policy and procedures; of statistical methods; of report writing; of administrative functions and program requirements of areas directed; and, of administrative and personnel principles, practices and techniques; ability to analyze and solve complex problems of organization and management; to plan and organize management projects; to present technical material in a clear and concise manner both verbally and in writing; to analyze the relationship of consumer benefit and programmatic ability for projects and programs; to define organizational and programmatic related needs and problems and identify effective solutions; to plan, organize and supervise the work of professional and para-professional staff; to establish and maintain effective working relationships with others within and external to the facility; computer skills utilizing a variety of software applications.
