Blue Rose Consulting Group is seeking a dynamic and experienced Business Analyst SME to join our team. This role will be located in Washington DC and is open to US Citizens ONLY.

The Contractor shall possess or be eligible to receive and maintain a sustainability clearance.

In this role, you will:

  • Perform analysis and advisory assignments to determine the efficiency and effectiveness of the Visa Programs in meeting established organizational performance goals
  • Obtain and calculate data, conduct research, and prepare in-depth analyses and reports on various pertinent measures that impact the visa programs
  • Be given assignments that involve highly technical analyses using statistical software, database tools, and data visualization tools
  • Develop sophisticated analytical conclusions and recommendations and prepare presentations and reports for the OFLC senior leadership
  • Perform highly complex analysis of visa program metrics and makes recommendations regarding future projections to support senior-level oversight and decision-making impacting manpower during peak seasons
  • Prepares charts, graphs, and narratives to present performance data on visa programs
  • Perform highly complex duties designed to support and improve upon OFLC's Management and program integrity functions
  • Develop and maintain SQL scripts for all program systems (CMS/FLAG)
  • Troubleshoot previously developed SQL scripts and MS Access queries for PERM and Temp programs
  • Conduct data analysis for the PERM and TEMP programs
  • Conduct a correlation study between BLS Employment data and OFLC Program data of Employment analysis by industry and geographic location
  • Create and maintain Tableau dashboards and tables

Experience Requirements:

  • 7+ years of experience in related work for a federal agency
  • Knowledge of visa program statutes, regulations, and processes, including prevailing wage sources is a plus
  • Advanced MS Excel skills include, but are not limited to:
    • VLOOKUPS, HLOOKUPS
    • Pivot tables
    • Histograms
    • Statistical linear regression and correlation analysis, identifying relationships between variables
    • Random Sampling
    • Calculating historical growth rates
    • Data models
  • Proficient in using various query tools, including Query Builder and SQL, Report Builder in MS Access, and Tableau reporting
  • Able to understand relational database concepts to extract data from local and remote tables and create extract and interim tables
  • Able to use features of MS Excel to sort, display, and chart data, including filters, macros, and pivot tables
  • Knowledge of Tableau Server
  • Able to use MS Word and PowerPoint to provide a narrative explanation of results and present charts and graphics
  • Ability to explain statistical processes and procedures in a clear and concise manner when collaborating with OFLC staff members
  • Demonstrable ability to convey and document analysis through briefings, memoranda, talking points, reports, and other presentations to audiences with varying levels of understanding
  • The successful candidates will possess a broad understanding and knowledge of the organization and its overall structure, mission, policies, and programs to identify the impact and effect of research projects and recommendations on the organization
  • Ability to provide comments, recommendations, and improvements on proposed policy changes and impact on current procedures under the guidance of the Performance Data and Management Branch Chief

Education:

  • Bachelor’s degree preferred
