Job DescriptionJob DescriptionThe Middlesex Sheriff’s Office (“MSO”) is seeking qualified applicants for the position of Lowell Community Counseling Center (“LCCC”) Program Director (“Director”) located in Lowell, MA.  The LCCC is a multi-purpose community center offering direct services to returning citizens after a period of incarceration.  In addition, the LCCC provides services and resources to justice-involved individuals as well as members of the public who may be at risk for involvement with the criminal justice system.  The Director reports to the Assistant Superintendent of Program Services and will be responsible for supervising all program staff and managing the day-to-day operations of the LCCC.  This is an exempt, full time, at-will employment position.

Additional responsibilities of the Director include, but are not limited, to
 
  • Managing all MSO personnel assigned to the LCCC.
  • Facilitating the management of re-entry programs, treatment programs, educational programs, employment programs, health awareness programs, and other on-site programming.
  • Collaborating with the Commonwealth of Massachusetts Probation Department, Parole Board, the Trial Court of Massachusetts, and other stakeholders from the public and non-profit sectors.
  • Leading jail-based in-reach and providing orientation sessions about LCCC programming for incarcerated individuals nearing release.
  • Managing the collection and reporting of client and programming data.
  • Overseeing community outreach and stakeholder engagement efforts.
  • Forging partnerships with agencies and organizations to better serve the needs of LCCC clients.
  • Preparing quarterly reports for MSO Command Staff regarding LCCC program activities.
  • Representing the MSO at community-based meetings and events.
  • Preparing and providing high-level presentations about LCCC services at meetings, symposiums, and conferences.
  • Collaborating with other MSO employees in the preparation of grant applications and complying with reporting requirements for grants that have been awarded.
  • Planning, developing, and implementing programming for LCCC clients.
  • Overseeing all activities for clients of the LCCC Program. 
  • Coordinating, planning, and organizing special events for the LCCC Program. 
  • Filing monthly, quarterly, and annual statistical and narrative reports as required. 
  • Reporting outreach efforts and applicable data regarding LCCC clients. 
  • Evaluating grant proposals, contracts, and RFPs.
  • Implementing, managing, and complying with oversight provisions of grants and contracts.       
  • Serving as liaison with probation, parole, and other criminal justice partners. 
  • Recruiting, selecting, training, scheduling, and evaluating (as appropriate) program vendors, volunteers, and staff. 
  • Maintaining and developing comprehensive partnerships with community-based organizations and governmental agencies.
  • Attending and presenting at meetings and conferences as directed.   
  • Working closely with the Public Information Officer (PIO) to coordinate special guests, media coverage, and program tours. 
  • Participating in multi-disciplinary meetings and discharge meetings with other correctional staff. 
  • Performing and/or assist in other duties as required by the Assistant Superintendent of Program Services or designee.

Working Conditions:
 
  • May encounter verbal and physical abuse from offenders while working with people who are under physical and/or emotional stress;
  • May be required to stand and walk for prolonged periods of time; work alone in an isolated area; lift and carry heavy objects up to 100 lbs. and; work under exposure to adverse weather conditions. 
  • Works under the direction of the Assistant Superintendent of Program Services or designee. The hours of work will be 9:00a.m. to 5:00p.m. on Monday through Friday and subject to change based on the discretion of management. Occasional nights and weekends will be required.

The individual selected for the position of Director shall be cognizant of the confidential and sensitive nature of working in a law enforcement agency and must comply with all institutional rules regarding confidentiality, safety, and security.    

Qualifications: 
 
  • Master’s Degree in psychology, education, counseling, social work, public administration, human services or related field from an accredited college or university;  
  • Minimum of three (3) years’ experience in a related field required;
  • Management experience and background supervising staff highly preferred;
  • Strong leadership and planning skills and the ability to delegate tasks;
  • Ability to work independently and with other MSO departments in a fast-paced environment;
  • Knowledge of various re-entry/diversionary services and programs for those individuals involved with the justice system;
  • Strong written, communication, organizational, analytical, problem-solving and time-management skills;
  • Excellent interpersonal skills;
  • Strong desire to administer progressive-minded and humanity-driven programs and services to vulnerable and marginalized populations;
  • Ability to complete multiple projects in a timely and accurate manner while maintaining comprehensive and cohesive records;
  • Strong knowledge of Microsoft Word, PowerPoint, Excel and Access are preferred. 
  • Ability to work well in a multi-disciplinary team setting; 
  • Must have own transportation.
  • Ability to keep accurate records and generate timely reports.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.  Must have an active valid driver’s license and the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check.

Salary:  Starting annual base salary $106,593.38 plus additional benefits.
