The Refugee Benefits Coordinator is responsible for eligibility determination for the Missouri Refugee Program services, coordinating with local implementation partners; training and technical assistance support; data collection and management; quality assurance and additional tasks as needed.

The Refugee Benefits Coordinator is responsible for assisting local resettlement agencies with the provision of services that help their newly arrived refugee clients attain self-sufficiency through short-term cash assistance and referrals to employment services. Specifically, the Refugee Benefits Coordinator monitors services related to the administration of Refugee Cash Assistance services and with screening, enrollment, monthly cash assistance, and follow-up services.

Duties/Responsibilities

  • Processing Refugee Cash Assistance (RCA) applications and determining final eligibility for enrollment.
  • Coordinating RCA payments with MO-ORA's finance department.
  • Track, organize, and define needed data sets.
  • Reconcile monthly RCA payment with finance records and databases.
  • Assist in training staff at participating organizations on RCA programming, changes, best practices and efficiency.
  • Troubleshooting application and enrollment problems.
  • Assist in monitoring RCA benefit payments statewide and by region.
  • Assist in evaluating RCA program statewide and suggest changes to program design and structure.
  • Assist the State Refugee Coordinator with projecting on-going and future financial needs for program recipients.
  • Preparing monthly, quarterly, annual, and other reports.
  • Assist in monitoring quality of contract compliance for subrecipients.
  • Performing other related duties and activities as appropriate.

Required Skills/Abilities

  • Ability to interpret and adhere to established policies and procedures
  • Effective interpersonal and communication skills.
  • Proficient with Microsoft Office applications, internet research and a high comfort level in working with database systems.
  • Must exercise good judgment, courtesy, and tact in dealing with the public, and in giving and obtaining information.
  • Must have knowledge of and the ability to adhere to confidentiality standards.
  • Must be able to focus on details and ensure accuracy in reporting and giving information.
  • Must be cordial in working under pressure and/or meeting deadlines.
  • Must be able to work well both independently as well as part of a team.
  • Ability to work productively in a multicultural environment and demonstrate respect for differences.
  • Ability to approach and resolve problems in a detail and solution-oriented manner.

Other

  • Must have a valid driver's license and the ability to travel out of town (in-state) as needed. Generally limited to quarterly meetings; some overnight stays related to yearly monitoring.

Education and Experience

  • Bachelor's degree or at least one year of relevant work experience required.
  • Knowledge of the field of refugee resettlement or the administration of public benefit programs preferred.
  • Experience working with database exports a plus.

Working Environment:

  • Standard work environment and/or hybrid remote after training period.
  • Occasional travel for subrecipient monitoring is required.
