Organizational Overview
The King County Regional Homelessness Authority (KCRHA) is an administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region. Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region. KCRHA works with a wide range of stakeholders, focusing on continuous improvement across the system, centering on lived experience, meeting the needs of people experiencing homelessness, and making the most effective use of public funds. Our mission is to significantly decrease homelessness throughout King County, using equity and social justice principles. We are currently seeking skilled leaders at all levels.
Team Overview
The Office of the Chief Executive Officer (CEO) has direct lines of interaction with all divisions across the agency, working closely to ensure alignment with KCRHA’s overall strategy and goals. The RHA’s divisions are Programs, Finance, External Affairs, and Equity & Impact.
Role Description
Reporting directly to the CEO, the Deputy CEO will lead strategic initiatives, guide organizational strategy, and provide leadership development support across the agency. They serve as a key member of the Senior Leadership Team and may act as the CEO in their absence.
The DCEO must be a strategic thinker who is able to synthesize information, recognize emerging issues, and be proactive in dealing with anticipated challenges. They will maintain strong relationships across divisions and with agency partners; be grounded in a data-driven culture; improve customer service for the clients and community; and promote and incorporate equity and social justice in all facets of the agency’s work.
Accountabilities
Office of the CEO & Special Projects
- Contribute to the vision, mission, and values of the agency through responsible and effective leadership and work performance; serve as a key member of the agency’s senior leadership team and senior advisor to the CEO.
- Maintain strong relationships with division Chiefs to support informal management, resourcing, and strategy needs in the CEO's absence.
- Oversee and manage the flow and exchange of information, streamline operations, track, and ensure that Directors’ accountabilities for assigned responsibilities are achieved.
- On behalf of the CEO, convene and coordinate development of policies and issues with the senior management team and other internal and external stakeholders.
- Motivate and empower staff to provide excellence in customer service by creating a climate dedicated to meeting the expectations and requirements of the customer.
- Identify and manage critical issues that have significant public impact requiring Agency senior leadership's attention.
- Support and sustain the department as a high-performing organization which models excellent organizational performance and exemplary customer service.
- Direct and supervise any assigned staff.
Organizational Strategy & Operations
- Review and resolve technical and complex issues involving policy interpretations and/or determining appropriate courses of action without applicable policy.
- Provide strategic and operational direction for new or revised policies, systems, and strategies with complex administrative and financial impacts.
- Influence and initiate innovative improvements that affect the Agency.
- Evaluate staffing patterns to ensure adequate staffing and succession to meet department goals.
- On behalf of the Chief Executive Officer, convene and coordinate development of policies and issues with the agency’s senior management team and other internal and external stakeholders.
- Contribute to a workplace culture that reflects KCRHA’s values of community, justice, well-being, learning, collaboration, trust, flexibility, intersectionality, and transformation.
Partner Engagement & Intergovernmental Affairs
- In close coordination with the Chief of External Affairs and team, engage with Executive Branches and Separately Elected Officials in the development and execution of agency goals.
- Assure positive interactions with key constituents and drive initiatives on behalf of the CEO and the Agency.
- Prepare and/or provide relevant updates to key partners in town halls, board meetings, council sessions, or related engagement and/or oversight structures.
- Provide professional administration support on projects and/or issues that are highly visible, politically sensitive and have far-reaching ramifications.
- Perform other related duties as assigned.
Minimum Requirements
- Deep fluency in equity and racial justice concepts and language, understands their own privilege and power and can bring equity impact analysis to their work. Practiced at sharing power across an organization.
- Ten years increasingly responsible management experience in a large, complex governmental and/or private sector organization, with well-developed, broad range of leadership/management skills.
- Demonstrated ability to function strategically; identifying emerging and critical issues; proactively anticipating and resolving challenges.
- Ability to communicate diplomatically on politically sensitive issues.
- Experience identifying, tracking, and presenting data to non-technical audiences to understand program and operational challenges and solutions.
- Strong organizational and time-management skills.
- Exceptional verbal and written communication skills, especially for government and public audiences.
- Strong interpersonal and social skills.
- Team player with a strong ability to contribute positively to a team environment.
- Strong emotional intelligence and political acumen.
- Proficiency/comfort using technology and data, including Microsoft Office Suite.
Additional Requirement
- Experience in the homelessness or housing sector specifically with government and community stakeholders in King County is strongly preferred.
- Experience managing in a unionized environment in the public sector preferred.
- Commitment to support the success, growth, and development of a diverse workforce.
- Ability to relate complexities to individuals and to influence varied constituencies persuasively and professionally, including employees, customers, stakeholders and elected officials.
