JOB SUMMARY:

This position is accountable for contributing to the effectiveness of the Housing Authority and VP HCVP, by performing a wide range of complex and technical assignments that involve original thinking and independent activity. This person serves under the direction of the VP HCVP, serving as VP HCVP in the absence of VP HCVP.

JOB DUTIES and RESPONSIBILITIES:

  • Performs professional administrative, managerial and supervisory activities pertaining to the development and management of Housing Choice Voucher Program, in coordination with the VP HCVP.
  • Assist with the programs, goals, and objectives pertaining to Applicants and Residents in issuing and maintaining vouchers. Ensures ongoing sufficient voucher utilization.
  • Monitors changes in federal, state and local laws/regulations affecting the issuance of HUD vouchers using legislative reports and related material to ensure continuing compliance.
  • Assists in reviewing, interpreting, and implementing roles, regulations, and legislation pertaining to the HCVP Tenant Based and Project Based Voucher Programs and suggests changes to Agency policies and procedures as appropriate to ensure program compliance.
  • Makes recommendations regarding noncompliance and/or fraud related to participating families or individuals and supervises employees assigned to monitor participant compliance.
  • Ensures efficient wait list management and leasing, recertification processing, and Housing Quality Standards (HQS) inspection compliance.
  • Facilitates reconciliation of conflicts between landlords/owners (housing providers) and tenants to determine an amicable solution for both.
  • Ensures that staff receives necessary trainings to become subject matter experts in program-specific areas.
  • Ensures that appropriate required reports, Board actions, and legal responses required by the Agency and Hud are prepared for appropriate stakeholders in a timely manner.
  • Ensures the collection, review, correction and electronic submission of Form HUD-80058 and ensures that the reporting rates are retrieved and monitors in PIC.
  • Works with other departments in the agency to ensure maximum team effort.
  • Performs other related duties and responsibilities as assigned pursuant to Board action, program changes, and national policy as directed by the Vice President HCVP.

KNOWLEDGE, SKILLS and ABILITIES:

  • Knowledge of current federal, state, local legislation and HUD regulations governing housing programs. Knowledge of principles, practices, and techniques of Public Housing Management.
  • Knowledge of principles and practices of budgeting and budget preparation.
  • Ability to prioritize, coordinate, implement and delegate a variety of tasks and assignments. Ability to plan, organize, monitor workload, meetings and other activities.
  • Skilled in the use of computer system to input and retrieve information.
  • Ability to communicate effectively both orally and in writing.
  • Ability to deal effectively with diverse groups and individuals in appraising situations and making decisions.
  • Physical Demands: Primarily sedentary in nature. Work may entail travel to meetings.

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree (B.A. or B.S.) from a four-year college or university in public administration, business

or related field preferred. A combination of experience and education can be substituted for qualifications.

  • Five (5) or more years in progressively responsible professional/managerial positions.
  • Valid Texas Driver’s License, with a satisfactory driving record.
