Position Function:

Under the general direction of the Deputy Parks and Recreation Director, manages the daily operations of the Recreation Division to ensure the proper planning, development, implementation, and promotion of activities for the athletic, cultural arts, and community outreach programs; the marketing and coordination of programs and special events, day camps, summer camps, and specialty classes; and the coordination, implementation, and maintenance of the recreational facilities and programs.


Essential Duties:

  1. Manages the daily operations of the Recreation Division to ensure the proper planning, development, implementation, and promotional activities of the athletic, cultural arts, and community outreach programs; the marketing and coordination of programs and special events. Responsible for contract management through reviewing and approving contracts, sponsorships, vendors, and regulatory compliance for programs and activities.

  2. Manages the promotional efforts and appropriate marketing strategies for the planning, designing, and implementing City events and programs. Responsible for reviewing and approving marketing collateral; coordinating press releases, social media, and webcasts; graphic design; and developing press releases or copy and other promotional-related works.

  3. Manages the selection and retention of Recreation Personnel, including training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies, and/or directives.

  4. Manages the preparation, tracking, and administration of the Recreation Division's annual budget. Responsible for forecasting expenditures necessary and required to complete Division projects; the procurement of goods and services; and personnel-related costs.

  5. Provides staff assistance to the Parks and Recreation Director and/or Deputy Parks and Recreation Director by preparing and presenting department and project-related reports during Staff, City Commission, Parks and Recreation Advisory Board, and other City-related meetings. Responsible for representing the City on recreation-related advisory boards and/or meetings.

  6. Prepare and administer contractual agreements between third-party vendors for services rendered within the recreation division.

  7. Performs other duties as assigned.

Environment:

Duties are primarily performed within an office environment or setting. Possible exposure to dust, mold, and allergens; noise; and electrical hazards. The position may be subject to inclement weather associated with traveling to and from City-owned buildings and facilities, an inspection of Recreation operations and facilities, and/or involvement in City-sponsored events.



Knowledge/Skills/Abilities:


  • Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Parks and/or Recreation Administration, Sports Management, Public Administration, or related field, and five (5) to seven (7) years of management and project work related experience in Parks, Recreation, Sports Management or related field are required. Five (5) years supervisory experience is required.

  • Government experience and professional certification (e.g. CPRP, CPRE, CPSI) are preferred.

  • A Master's Degree in Parks and/or Recreation Administration, Sports Management, Public Administration, or related may substitute for 2 years of experience.

  • Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis.

  • Ability to consistently perform multiple diverse tasks simultaneously while maintaining attention to detail without compromising job performance.

  • Ability to produce written communications and printed documents free of spelling and other errors.

  • Work requires the ability to write letters, memos, and contracts.

  • Knowledge of principles and practices of recreation programming.

  • Knowledge of principle practices of supervision, training, and personnel management.

  • Knowledge of pertinent local, State, and Federal rules, regulations, and laws.

  • Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.

  • Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance.

  • Work is widely varied, involving analyzing and evaluating many complex and significant variables.

  • Should be competent in the use of Microsoft Excel, Word, and PowerPoint software.

  • Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.

  • The ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential.


Other Requirements:

  • Must possess a Valid Florida Class E driver's license.

  • Must pass applicable pre-employment testing, and background and credit checks.



SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
