SUMMARY In a culturally relevant manner, develop, coordinate, and manage the SafePlace Housing Assistance Program. Provide program oversight to include monitoring the amount of flexible funding available and supervising the Housing Case Manager. Develop and maintain collaborative partnerships with housing programs, landlords and other community agencies that will support clients in accessing, securing and maintaining permanent housing. ESSENTIAL DUTIES AND RESPONSIBILITIES The Essential Duties and Responsibilities of this position include the following. Other duties may be assigned. Develop, implement, and maintain policies, procedures and processes for the SafePlace Housing Assistance Program. Work with the Program Director to develop housing program policies and procedures. Solicit staff and community input regarding supportive case management and housing retention. Work with the Program Director to develop client eligibility assessment tool and Housing Case Plan guidelines. Work with the Fiscal Director to develop tracking system for flexible funding expenditures. Work with the Program Director to develop documentation and data collection tools and processes; implement their use for all program and service elements provided. Develop, implement and maintain Housing Locator services. Initiate and maintain positive relationships with a wide array of community housing programs. Develop strong partnerships to meet survivor housing needs. Initiate and maintain positive relationships with a network of landlords, educating them about domestic violence. Advocate with landlords on behalf of program participants, negotiate leases, provide rental incentives, and assist with resolving landlord/tenant issues, as appropriate. Develop Memorandums of Understanding (MOU’s) with landlords, businesses, government agencies and other stakeholders with the goal of increasing domestic and sexual assault survivor access to permanent housing, employment, and other resources. Collaborate closely with SafePlace Housing Case Manager and direct services team to identify and resolve program participants’ housing and rental assistance needs, barriers to housing access and eligibility for housing programs. Work with community partners to implement annual training on tenant rights and responsibilities, fair housing laws, communicating with landlords and other pertinent information for staff and/or participants. Maintain positive working relationships with other human service agencies in the community. Build relationships with businesses and other community resources to secure assistance or services for participants and to promote SafePlace’s services. Oversee and perform the administrative functions related to maintaining SafePlace’s Housing Assistance Program. Ensure accurate and up to date records are kept regarding housing stock and landlords in InfoNet and on program activity tracking forms. Respond to meet data needs identified by the Program Director. Assess training data entry through InfoNet. Monitor program expenses as needed. Coordinate, monitor and maintain funding budget for housing services. Work with Development Director to assist in developing grant narratives. Enhance and maintain relationships with community partners. Work with community partners to develop long-term housing solutions for vulnerable communities. Work with Housing Case Manager to resolve landlord/tenant disputes in a timely manner, as needed. Develop Memorandums of Understanding (MOU’s) that support long-term housing and client stability with community partners. Attend community meetings and multi-disciplinary team meetings as assigned. Provide supervision for Housing Assistance Program employees, volunteers and interns. Develop and maintain regular and consistent meeting and other communication opportunities for Housing Assistance Program employees, volunteers and interns. Schedule regular supervisory meetings with Housing Assistance Program employees, volunteers and interns. Review monthly employee timesheets and correct as needed. Provide timely evaluations of Housing Assistance Program employees, volunteers and interns. Ensure Housing Assistance Program employees and volunteers fulfill annual training requirements. Maintain regular communication with the Program Director, agency managers, employees, volunteers, and interns to ensure appropriate program development and quality control of service areas. Participate in regularly scheduled supervisory meetings with Program Director. Work with Program Director on overall program planning, staff development and strategic program growth. Work with Program Director to develop and monitor budget for Housing Assistance Program area. Perform program management, supervision, and all other duties in a culturally relevant manner.
