Title: Assistant Program Manager

Program(s) and Location: Residential Services

Schedule: Full-time Non-Exempt, may require working some evenings and weekend schedules

Pay rate: $25.50 hourly

Position Description:

The Assistant Manager assists in overseeing and managing all aspects of the residential program staff. The goal of the staff is to provide intensive case management services to individuals who are chronically or long-term homeless and are high utilizers of the county system. The chief goal is to improve the quality of life for the individual and assist in obtaining and remaining in permanent supportive housing.


Essential Duties and Responsibilities: (includes the following; other duties may be assigned)

  1. Support individuals with active listening, demonstrate empathy, and carry a message of hope and recovery
  2. Ensure that best practices for mental health recovery are taught and implemented.
  3. Observe, assess, intervene, and refer (within one’s scope of practice) in situations with clients regarding mental health symptoms, physical health symptoms, and substance use issues.
  4. Assure the safe, effective, and efficient implementation of direct services to clients by established policies, procedures, and standards of care.
  5. Coordinate client treatment and care with psychiatrists and other treatment team members or with community resources as applicable.
  6. Ensure that direct report staff is informed regarding pertinent Agency business.
  7. Connect with partner organizations and programs as needed to ensure appropriate and sufficient referrals and to receive updated community information.
  8. Follow and apply all personnel policies, seeking appropriate consultation when necessary.
  9. To ensure quality services, Assess, train, and support direct reports, including interns/volunteers.
  10. Ensure the review, evaluation, and screening of relevant employment applications. Interview and check job applicants' references. Make hiring recommendations to the appropriate management team member.
  11. Review the program budget, recommend changes/adjustments and significant purchases, and ensure the program remains within budget limitations.
  12. Provide after-hours service/backup and crisis intervention on a rotating basis in applicable programs.
  13. Ensure the accuracy and timely completion of data collection, reports, and client charts.
  14. Assist with assigned organizational development activities, grant writing, and other significant projects.
  15. Requisition and purchase household, maintenance, office, and program supplies as applicable.
  16. Act as a designated Mandated Reporter for the observed or suspected abuse and neglect of children, disabled individuals, dependent adults, and elder/senior citizens. Mandated Reporter also includes “Duty to Warn,” which consists of the responsibility to notify authorities and the intended victim(s) of physical harm.
  17. Assist in client concerns and complaints, intervene in and oversee crises and emergencies as they occur.
  18. Ensure the accurate screening and assessment of admissions and discharges in conjunction with contracted criteria.
  19. Ensure the office, house, rooms, units, and yard are clean and fit for occupancy. Provide and assist with cleaning as needed.
  20. Transport clients as needed.
  21. Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual
  22. Other duties as assigned.

Supervisory Responsibilities:
Directly supervises employees in the assigned programs at various sites. Carries out supervisory responsibilities by the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and Experience:

  • Two (2) years of demonstrated experience communicating and interacting with psychiatrically disabled adults.
  • Ability to supervise, delegate, and provide leadership to staff.
  • Knowledge of community organizations and community resources.
  • Mental health crisis intervention experience is highly desirable.
  • Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mental health & substance abuse), is highly desirable.
  • Knowledge of 12-step Programs and personal experience with substance abuse recovery is highly desirable.
  • Lived experience as a mental health consumer or a family member/loved one of a mental health consumer is desirable.

Certificates, Licenses, Registrations:

  • Provide a vehicle with a valid California Driver’s License and current vehicle insurance. Driving records must meet and continue to meet the generalized driving guidelines used by our insurance broker.
  • Must have at least three years of driving experience.
  • If applicable, obtain 5150 designation through the County of Sacramento within the first year of employment.
  • Must obtain CPR and First Aid certificates within the first six (6) months of employment.
  • Must attend de-escalation training.

Other Skills and Abilities:

  • Ability to pass clearance of the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ) background screenings.
