Position Summary

RBCI is seeking a Change Management SME to provide the Department of Veterans Affairs (VA) Office of Enterprise Integration (OEI) with change management support services. The OEI's mission is to drive unity of effort across the Department in support of Veterans while providing high-quality, effective, and efficient assessments and counsel to VA administrations and staff offices. OEI requires contractor assistance to provide assessment and product creation support through program management, VA strategic planning process support and integration, organizational change and culture change support, human resources and staffing support, and web support. The RBCI team shall use agile industry best practices, standards, and techniques to fulfill a range of integrated program management (IPM) tasks, including delivering a variety of assessments, reports, and templates to OEI to assist the organization in supporting its stakeholders effectively. This work will require onsite, remote, and/or hybrid performance in support of OEI in Washington, DC.

Duties & Responsibilities
  • Perform tasks requiring the knowledge and skills for a multidisciplinary approach to managing change and transition within organizations, programs, and projects.
  • Develop plans associated with transition management, implementation of major initiatives, communications associated with major initiatives, risk assessment, and organizational transformation and culture change.
  • Complete change management assessments and change management strategy.
  • Identify and manage anticipated resistance.
  • Create actionable deliverables, such as a communication plan, roadmap, coaching plan, training plan, or resistance management plan.
  • Support and engage senior leaders.
  • Support organizational design and definition of roles and responsibilities.
  • Integrate change management activities into the project plan and evaluate/ensure user readiness.
  • Manage stakeholders
  • Tracking and report issues
  • Define and measure success metrics and monitor change progress.
Qualifications
  • Bachelor's degree in Organizational Psychology, Organizational Development, Business Administration, or a related field. Relevant certifications (e.g., Prosci, ACMP) are a plus.
  • Proven experience (9+ years) in change management, organizational development, or a similar role.
  • Strong understanding of change management principles, methodologies, and best practices.
  • Excellent communication and interpersonal skills to interact with stakeholders at all levels of the organization.
  • Ability to analyze complex situations and create actionable strategies to address resistance and support adoption.
  • Effective project management skills with the ability to manage multiple change initiatives simultaneously.
  • Experience in designing and delivering training programs is preferred.
  • Proficiency in creating engaging communication materials and presentations.
  • Empathy and strong relationship-building skills to connect with employees during times of change.
  • Adaptability and flexibility to navigate through uncertainties and evolving priorities.
  • VA experience is preferred.
  • Must be a US Citizen and be able to obtain a National Agency Check Inquires (NACI)
