Programmatic Project Manager - East Coast based

Programmatic Project Manager Responsibilities

  • Provide program, contract management and acquisition support to the Government BARDA IMT COVID-19 staff for the execution of multiple research and development
  • Assist in leading program oversight from inception of projects through transition with attention on programmatic metrics and milestones (cost, schedule and adherence to contractual requirements).
  • Develop and manage program plans and financial tools to provide appropriate oversight to a number of programs and budgets in a portfolio.
  • Analyze and evaluate programs, plans, and metrics to align with BARDA mission and program goals. Able to identify program risks and problems and assist with mitigation strategies.
  • Assist with the design, procurement, and execution of programs in support of the BARDA IMT COVID-19 leadership.
  • Coordinate amongst agency and response leadership, stakeholders, interagency partners and potential user communities.

Programmatic Project Manager Required Experience & Qualifications:

  • At least ten (10) years of relevant industry
  • For manufacturing capacity or (4) for pharmaceutical/advanced drug development portfolio management: An advanced degree Bachelor's and/or Master's in biological sciences or chemistry or engineering or related discipline or Public Administration or in Business Management/Administration with significant experience in pharmaceutical facility architecture and application in commercial building construction or an advanced degree in business with experience in pharmaceutical product development and Total Life Cycle Cost (TLCC)
    • Relevant industry experience related to working with government institutions or biopharmaceutical industry experience considered beneficial.
    • Project Management Professional (PMP) Certification or equivalent beneficial, but not
    • Experience working with research and development projects and
    • A well-rounded, flexible and energetic individual is critical for this
    • Demonstrate experience in managing program schedules, budget and contractual
    • Excellent written and verbal communication skills, including experience with unstructured verbal interactions, briefings, and meeting
    • Intellectually curious, creative thinker who can conceptualize research directions, analyze trends, and help develop justifications for new research and development
    • Demonstrated experience providing advice to senior government
    • Demonstrated experience in working with teams with a variety of
    • Demonstrated experience in assisting with coordinating collaborations with other federal government agencies, industry, and international organizations.
