Position Summary:

ISI is looking for an experienced construction manager – electrical engineer (CM-ME) with a background in electrical systems construction engineering and expertise in the construction industry to provide owner's representative construction management services to a federal client in the healthcare industry. Duties include providing analytical and construction management support services to assist the client. The position will support more senior government project managers and fellow contractor project managers, who will work as part of a more extensive construction program. This role requires a proactive individual with a keen eye for detail and the ability to manage multiple aspects of construction projects effectively. Responsibilities:

- Daily Inspections: Conduct daily inspections of site work and building construction to ensure compliance with contract requirements. Document discrepancies, code violations, improper materials, and substandard workmanship. Report findings, including environmental conditions affecting construction safety and EPA/MDNR compliance, to the Senior Resident Engineer (SRE).

- Monitoring Construction Activities: Monitor ongoing construction activities to verify adherence to the approved schedule. Track crew sizes, weather, equipment, and performance, identifying project delays, and recommending corrective measures to maintain the progress schedule.

- Submittal Reviews: Review contractor submittals for technical compliance with contract requirements. Ensure installed work matches approved submittals and make recommendations to the SRE for submittal and installation approvals.

- Payment Requests: Assist in reviewing contractor payment requests for accuracy and acceptability. Provide written recommendations to the SRE based on work reviewed.

- Contract Reviews: Review contract requirements and contractor requests, providing recommendations on scope, estimates, or technical issues related to changes.

- Draft Statements and Estimates: Prepare draft statements of work and estimates for contract modifications due to unforeseen site conditions or requested changes, facilitating the intent of the drawings and specifications.

- Change Proposals: Review contractor change proposals and cost breakdowns, providing written recommendations to the RE staff or Contracting Officer in the form of a pre-negotiation objective.

- Claims and Adjustments: Analyze contractor claims and requests for price adjustments, providing written recommendations on the technical merits and pricing elements.

- Feedback and Recommendations: Provide written feedback and recommendations on all reviewed information and inspected work.

- Job File Maintenance: Assist in maintaining accurate and complete job files, including as-built drawings and specifications.

- Utility Coordination: Plan and coordinate disruptions to utility services to keep construction progress on schedule and minimize disruption to ongoing VA operations.

- Management Systems: Utilize computerized management system applications like Kahua for documenting progress, processing RFIs, and preparing draft contract modification documents.

- Inventory Management: Maintain an inventory of materials, supplies, and equipment. Monitor material usage for office operations.

- Technical Expert in Negotiations: Assist the Contracting Officer by participating in negotiation meetings with contractors, providing input on technical issues, costs, quantities, markups, fees, etc.

- Weekly Meetings: Participate in weekly meetings with the SRE and construction contractor to discuss performance, work status, plans for resolving issues, testing results, discrepancies, schedule look-ahead, and upcoming work.

- Monthly Reports: Submit monthly reports detailing completed work, work in progress with estimated completion dates, scheduled work, and outstanding tasks.

- Safety Audits: Perform safety audits and inspections, including reviewing infection control measures.

- Accident Investigations: Conduct investigations and complete accident reports as necessary.

Minimum Qualifications, Knowledge, Skills, and Abilities:

Required:

  • Must have ten (10) years of experience practicing electrical engineering in design and construction.
  • Must be a licensed professional engineer in any state.
  • Ability to professionally and effectively communicate verbally and in writing with government clients and team members.
  • Ability to produce required work products by applying computer literacy knowledge.
  • Experience reviewing design and construction plans against existing site conditions.
  • Experience resolving unforeseen site and design conditions/problems and proposing cost-effective technical solutions.
  • Ability to determine whether work, materials, equipment, and installed work comply with contract requirements and industry standards.
  • Knowledge of governmental contracting procedures, principles, guidelines, and public law.
  • Must be a U.S. Citizen or Legal Permanent Resident with three (3) or more years of U.S. work experience.
  • Must be able to pass and maintain a Public Trust background investigation.

Preferred:

  • Medical facilities experience.

Required Education:

  • The CM-EE shall possess a bachelor’s degree in electrical engineering from an ABET-accredited institution of higher learning.
