Enthusiastic professional to join a dynamic nonprofit, committed to supporting Monmouth County’s children, families, and the child care workforce.Through excellent service delivery, a Subsidy Case Manager will maintain rapport with families who receive child care subsidies while supporting families with their child care solutions and other needs.This engaging social service position supports families with the process of maintaining their government funded child care assistance.A Subsidy Case Manager also advises families of all available community resources, provide child care referrals to eligible child care providers, in person, by telephone, email and mail to families seeking child care in Monmouth County, educate all families on the value of choosing quality child care, quality indicators and appropriate child care options to meet each family’s needs while respecting parental choice. In addition, all staff must represent Child Care Resources in a positive manner by being responsive, informative and courteous and raise awareness about child care issues by promoting the agency at community outreach events.Excellent customer service skills, attention to detail, and computer literacy required. Familiarity with child care regulations, and bilingual, English/Spanish a required.
College degree in related field preferred as well as at least three years’ experience in a child care setting or human service agency preferred. This position requires a strong commitment to working in partnership with families, to strengthen their knowledge as consumers of child care.
Duties
Responsibilities:
Arrange child care for families according to Child Care Resource and Referral (CCRR) contract with the New Jersey Division of Family Development (DFD) child care subsidy programs
Provide technical assistance to program applicants helping them navigate the administrative process to ensure service access is timely
Ensure families are eligible for child care subsidy programs, obtain verification of eligibility, and ensure deadlines are met for determining parent eligibility on all completed applications in accordance with DFD policy
Conduct orientation with parents detailing subsidy programs, eligibility requirements, ECC requirements, and advise families of all available community resources
Provide referrals to eligible providers, in person, by telephone and mail, to parents seeking child in Monmouth County during their initial application, at time of redetermination, and as needed ;including following up on their child care selection. Provide enhanced referrals for parents on the WFNJ program
Educate all families on the value of choosing quality child care, quality indicators and appropriate child care options to meet their unique needs while respecting parental choice
Process cases and agreements for child care subsidy eligibility in the DHD/DFD systems with a95% or greater accuracy rate
Provide technical assistance to clients regarding child care subsidy program rules and ECC, procedures, routines, and timetables
Professionally communicate with families regarding changes in child care subsidy agreements, co-payment notification, and termination of child care subsidies via phone or in person and following up with written correspondence
Administer ECC Card Linking via Administrative Terminal( AT), status of lost card or ordering new cards via AT
Administer all program rules, policies, and procedures, ensure all are being applied accurately and consistently especially in the areas of determination of eligibility, termination, and appeals.
Represent CCR in a positive manner by being responsive, informative, and courteous to our CCR families, child care providers, and our community.
Communicate pertinent information to appropriate departments and staff members in a timely manner to ensure efficient service deliverySupport all the work of CCR including the work in other departments by promoting agency services to families and making them aware and encouraging them to take advantage of all the resources CCR providesDocument and redirect allegations of child abuse or neglect, and inform parents of their rights and options as appropriate;Maintain records, as required, including WLS , and completion of LOS reportsCommunity Outreach- raise awareness about child care issues, promote agency’s services and on-line presenceParticipate in agency and community outreach events when needed
Cover a minimum of one workshop or community event a month, along with rotating late night coverage on Wednesday evenings.Other tasks, as assigned.
Requirements
Qualifications/Skills Required:
Bachelor’s Degree in social work, social science, education, child development, or related field preferred
At least three years experience in a child care setting or human service agency preferred
Relevant work experience may substitute for college education at a rate of two years experience for one year of education
Strong Customer service Orientation, seeking opportunities to serve clients
Strong interpersonal skills, including professional telephone technique
Counseling skills; ability to relate to and assist each parent to meet individual needs.
Familiarity with child care operations and regulations; experience in a child care setting helpful
Knowledge of agencies and organizations with child care missions
Comfortable with teamwork as well as with independent decision making
Record keeping experience helpful
Computer literate [Microsoft Office suite] including use of on-line information exchange networks (“Internet”), database experience helpful
Must be able to travel independently to sites, meetings, conferences and training sessions in Monmouth County and else where in New Jersey
