SUMMARY: Actively supports outreach efforts across York County by recruiting and enrolling new participants, reengaging previous participants and representing Community Progress Council. Serves as the first point of contact for families of children under five and pregnant individuals seeking services in Early Childhood Education and WIC. Has a full understanding of CPC programming and develops and maintains strong working relationships with community partners. Plays an essential role in integrating and coordinating services to clients that support them in reaching self-sufficiency. Provides individualized, culturally sensitive support to the whole family using a relationship-based and client-centered approach to coordinate services internally and externally.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Demonstrate commitment to the Vision, Mission, and Values of Community Progress Council.
  • Maintain a full understanding of CPC program requirements.
  • Manage walk-in clients, phone calls, and scheduled appointments efficiently and in conjunction with team members.
  • Develop and maintain relationships with health organizations, community agencies and groups to coordinate referrals and services to clients; help to identify gaps in services.
  • Interview and assess client need to determine program eligibility, placement and potential referrals.
  • Complete timely and accurate data entry in multiple systems of record, maintain accurate records, and adhere to confidentiality standards.
  • Advocate on behalf of the client to ensure timely, effective, and appropriate delivery of services.
  • Recruit and enroll families for WIC and the Early Childhood Education programs.
  • Participates in local health fairs, community activities and outreach events.
  • Promote healthy eating habits and recipes through interactive demonstrations and food sampling.
  • Provide timely and accurate reports to meet internal and external requirements.
  • Represent Community Progress Council in the community, by serving on internal and external committees.
  • Participate in professional development.
  • All other duties as assigned.

EDUCATION and EXPERIENCE: Associate degree in Social Services, Communications, Human Development/Family Studies, Public Health or a related field preferred, plus at least two years of related experience is preferred. Bilingual preferred English and Spanish, Haitian Creole and/or Arabic.

Flexibility to work at various CPC locations throughout York County. Ability to respond to change in a productive manner and handle other tasks as assigned. Ability to work with diverse individuals. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedures. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS: Ability to perform mathematical computations including the calculations of percentages, ratios, and multiple step addition/subtraction/multiplication/division problems.


REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to think critically.


TECHNOLOGY SKILLS: Experience with Microsoft Office Suite in a Windows environment required.


CERTIFICATES, LICENSES, REGISTRATIONS: Department of Human Services FBI Clearance, PA State Criminal History, Childline Child Abuse Certification, and submission to the National Sex Offender Registry (NSOR) required prior to hire. A physical assessment including a tuberculosis skin test and the Child Abuse “Mandated Reporter” training due within 90-days of hire. Must have a valid driver's license with acceptable driving history.
