The Director of Human Resources is responsible for the overall direction and administration of Human Resources functions for Ädelbrook. Specifically, they plan, develop, organize, implement, direct and evaluate the organization's human resource function and performance. They maintain a balance between fulfilling human resources administration and employee relations responsibilities. The Director of Human Resources reports directly to the CEO. The Director of Human Resources is a member of the Executive and Administrative teams. This is a full-time exempt position.

Duties and Responsibilities

1. Develop an annual departmental workplan that supports the mission, vision and long and short-term goals of the agency.

2. Participate in the development of the organization's plans and programs as a strategic partner from the perspective of the impact on people.

3. Maintain knowledge of industry trends and employment legislation and ensures the agency's compliance. Manages and resolves Unemployment and Workers' Compensation, CHRO, EEOC, OSHA and other personnel related claims filed against the agency.

4. Develop progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance.

5. Explore opportunities for the Human Resources department to add value by fostering teamwork and promoting process improvement.

6. Review the performance evaluation process to ensure compliance with COA and the needs of the agency and its employees. Oversee the annual performance evaluation process.

7. Monitor compliance with agency policies, procedures and other standards, e.g., Department of Labor, Council on Accreditation, DCF, State Department of Education, DDS and DMHAS.

8. Direct the recruitment, selection, placement and processing of applicants and internal transfers. Oversee reference, criminal history, sexual offender, child abuse and neglect registry, FBI and DMV checks and verification of educational degrees, credentials and licenses.

9. Work directly with department managers to assist them in carrying out their responsibilities on personnel matters. When necessary, counsel supervisors on discipline

procedures and required documentation. Adjudicate staffing issues and determine next steps up to and including terminations of employment.

10. Establish credibility throughout the organization as an effective listener and problem solver. Use creativity and sensitivity to resolve employee relations issues.

11. Direct HR staff in order to serve as a central source of information for all employee questions and requests for information regarding personnel procedures, benefits, salary and discipline.

12. Provide training to managers and supervisors on interviewing, performance evaluation, conflict resolution, progressive discipline, sexual harassment prevention, labor law compliance, etc.

13. Analyze employee turnover and satisfaction data to identify trends. Suggest strategies to reduce turnover and elevate employee satisfaction.

Qualifications:

Bachelor's degree with emphasis on business administration, specifically in the area of Human Resources or equivalent experience. A minimum of ten years of Human Resources experience, preferably in a human services environment, and at least five years of supervisory experience.

Expertise in the following areas is desirable:

· Thorough knowledge of Human Resource management principles and best practices,

· Proven ability to work well with others from diverse ethnic, educational, economic and religious backgrounds,

· Mediation and resolution of interpersonal conflicts,

· Creativity and initiative,

· Excellent written and verbal communication skills,

· Sound professional and personal ethics and values,

· Willingness to work in a high-demand work environment that requires flexibility and innovation,

· Ability to credibly articulate the mission, vision and values of the agency
