Senior Engineer

Division: Public Works – Design, Environment, and Construction Division

Reports To: Assistant City Manager Public Works

Pay Range: $67, 912 to 111, 301 DOQ

SUMMARY:

The senior engineer will oversee administration, planning, maintenance, construction management, and technical engineering of the city's infrastructure. Collaborate with various departments on infrastructure, providing project management support and oversight for city-wide capital project planning and implementation. Working in the Design, Environment, and Construction Division (DEC), coordinates project oversight and inspection with other staff members in public works and provides project management oversight-design and construction through close-out with authorized contractors. Ensures stormwater programs comply with Federal, State, and local regulations. Collaborates with engineering consultants in support of the city's drainage master plan. Will manage the city's stormwater utility and interpret and enforce the stormwater ordinance and design manual. As the Senior Engineer, you will oversee four major initiatives/projects: the Decatur Square Project, the Parks and Recreation Master Plan, the Stormwater Master Plan, and the Community Transportation Plan.

TASKS AND RESPONSIBILITIES:

  • Overseeing the construction and maintenance of public facilities required for transportation and access to most properties in Decatur through design control, regulation, and enforcement, and facilities construction, operation, and maintenance.
  • Work with the Metropolitan North Georgia Water Planning District to update environmental regulations, which will ultimately lead to cleaner water flowing through the city of Decatur's streams.
  • Enforces ordinances regulating private development that affect public facilities and provide information and limited assistance to citizens regarding grading, drainage, and floodplain-related issues.
  • Plans, organizes, and supervises the work of the DEC Streets and Drainage Section personnel in close coordination with the Project Civil Engineer and Crew Supervisor; writes up work orders and coordinates field activities; ensures employees are properly trained; inspects and monitors employees' work; reviews and evaluates employee performance.
  • Supervises, inspects, and evaluates work performed by contractors on in-progress City, utility, and private construction projects; ensures that work meets goals, plans, and specifications and complies with local, state, and federal requirements; communicates with contractors regarding construction problems; makes amendments to construction plans and specifications when necessary; issues direction and warnings as needed.
  • Review site plans and subdivision construction plans and meet with developers, architects, and engineers to resolve problems concerning compliance with environmental ordinances. Assess the need for soil erosion permits, stormwater detention/water quality, and general construction issues. Submits plans for review by State and Federal agencies for stream buffer encroachments, soil erosion and sedimentation control permit, and other licenses to be approved by the state and federal authorities.
  • Receives and responds to problems, complaints, and issues from citizens regarding streets, sidewalks, speed humps, street signs and other traffic control devices, utility covers, traffic control signs, inlets, catch basins, transportation, storm drainage, and utility infrastructure, etc.; inspects problem areas personally.
  • Possesses a proficiency or understanding, interest, and capacity for innovative and contemporary civil engineering practices in as many of the following key areas as possible: urban pedestrian accessibility,
    • urban signage,
    • urban parking,
    • traffic calming, and
    • Pedestrian, bicycle, and automobile safety and connectivity.

  • Coordinates the Federal Emergency Management Agency Community Rating System portion of the National Flood Insurance Program. Duties may include preparing annual and 5-year re-certification applications, preparing Class upgrade applications, processing and responding to Citizen inquiries concerning flood zone issues, identifying flood zone impacts on development plans reviews, reviewing and approving flood plain development permit applications, and responding to and investigating pollution complaints.
  • Organizes, plans, and mobilizes the city's efforts under the state Municipal Separate Storm Sewer System permit program (MS4). This position will act as a facilitator and leader to encourage and achieve compliance and objectives. Develops and implements procedures and programs to achieve compliance with the City's Minimum Control Measures contained in the MS4 permits.
  • Processes Rights-of-Way construction permit applications submitted by property owners, developers, contractors, utility companies, and DeKalb County Department of Watershed Management, including provisions for work zone safety, and monitors construction work.
  • Assists in administering City ordinances relating to post-development stormwater management, soil erosion and sedimentation control, and floodplain management/flood damage prevention.
  • Prepares and recommends ordinances and regulations related to stormwater control, soil erosion, floodplain management, and similar areas of environmental concern.
  • Performs project management duties such as selecting design consultants, contract administration, reviewing construction documents, preparing, reviewing, and awarding recommendations, and construction management and inspection through project completion.
  • Performs complex engineering work related to the design of stormwater facilities. Has an up-to-date understanding of contemporary hydraulic stormwater modeling.
  • Conducts minor technical engineering research work as needed.
  • Prepares detailed analyses and comprehensive technical engineering reports and recommendations.
  • Develops and administers construction contracts. Is or can be certified to manage and comply with GDOT Local Administered Project (LAP) requirements.
  • Coordinates inspection of City of Decatur construction projects.
  • Performs related work as necessary.

QUALIFICATIONS: The ideal candidate will possess the following:

  • Bachelor's degree in civil engineering or environmental engineering. Master's degree is preferred.
  • Licensed as a Professional Engineer in Georgia or, if licensed in other states, become licensed in Georgia within 180 days of employment.
  • Significant experience in civil engineering with an emphasis on green infrastructure, innovative road configurations, pedestrian improvements, and the design and management of public infrastructure capital projects.
  • Knowledge regarding the administration of the NPDES Phase II permit.
  • Familiar with both the Certified Stormwater Reviewer (CSPR) and Certified Erosion Prevention & Sediment Control Inspector (CSPSCI)
  • Proven ability to work in a team environment.
