TITLE: Payroll (PR) and Human Resources (HR) Generalist

REPORTS TO: Human Resource Manager

SUPERVISES: N/A

CLASSIFICATION: Non-exempt



POSITION SUMMARY:

This position is responsible for timely and accurate semi-monthly payroll production using ADP payroll software, maintaining and updating employee payroll files and data by regularly interfacing with human Resource Manager, and researching payroll related issues. The PR/HR Generalist is responsible for supporting the Human Resource Manager with administration of various benefit plans, recruiting and onboarding new employees, audit preparation and reporting needs, and providing customer service.


ESSENTIAL FUNCTIONS:

Payroll
  1. Maintain over 200 employee payroll files and update employee data (earnings, income tax withholdings per Form W-4s, direct deposit, deductions, benefits, worker compensation rates, leave information, etc.) by working closely with human resources manager to ensure correct payroll amount.

  2. Review and input hours worked and leave time. Verify accuracy of payroll information.

  3. Respond accurately and timely to all notices of garnishments, tax levies, and wage assignment; compute deductions from employees’ pay mandated by court orders. Remit payments to appropriate agencies. Update garnishment report on a semi-monthly basis.

  4. Set up, maintain, and remit employee and employer contributions to the 403(b) plan with information from Paylocity payroll system and human resources department. Stay current on changes to qualified retirement plan limits for a plan year.

  5. Verify payroll after processing to ensure accuracy and make any necessary corrections.

  6. Ensure timely filing of personnel records (i.e. W-4, EAN, correspondence)

  7. Provide continued training to payroll back up personnel to enable them to process an entire payroll at least once a quarter.

  8. Verify and process journal vouchers created by payroll module.

  9. Reconcile employee benefit providers’ billings to respective general ledger accounts on a monthly basis; submit provider billings for payment; prepares journal vouchers as necessary.

  10. Write reports and export data from payroll system for various reporting assignments, including L&I, retirement contributions, benefit calculations, etc. Ability to format data in excel and analyze information is critical.

  11. Generate reports necessary to complete annual welfare census, retirement audit and general audit as well as annual INDEX/DASAL surveys.


Human Resources
  1. Assist with confidential annual contract/wage letter creation, review and distribution, including estimates of total compensation.

  2. Coordinate recruiting and onboarding process for all open positions, including but not limited to: updating job descriptions and job postings, assisting with recruitment strategy, reviewing resumes for minimum qualifications, managing the HR inbox, posting open positions to various websites, monitoring hiring manager’s candidate pool satisfaction and assisting with a possible revised strategy.

  3. Manage entire substitute teacher roster from recruitment through onboarding.

  4. Assist human resources personnel in responding to employment security issues and financial institution employee verification.

  5. Input of new salaries into life insurance carrier’s portal.

  6. Serve as HR’s backup for reconciling semi-monthly FSA eligibility & deduction report.

  7. Run hours worked reports for retirement eligibility.

  8. Respond promptly to employee questions concerning all PR/HR related matters with a high level of customer service.

  9. Assist Human Resources in resolving issues between payroll and personnel policies and procedures, performing research on payroll related matters as needed.

  10. Maintain current knowledge of rules, regulations, legislation, technology, and procedures governing payroll; learn new skills as needed.

  11. Perform all other duties as assigned.


REQUIRED QUALIFICATIONS:


  1. Five years of progressive experience in payroll and accounting in a high-volume, complex environment; from timesheet review and input through general ledger account reconciliation.

  2. Demonstrated thorough and hands-on knowledge of payroll benefits, quarterly reports, W-2 preparation, taxes, and insurance.

  3. Knowledge of generally accepted accounting principles (GAAP).

  4. Demonstrated technological literacy across multiple platforms including ability to update various websites. Proficient in utilizing accounting, payroll, word processing and spreadsheet software is critical. Minimum of intermediate Excel skills is required.

  5. Demonstrated ability to follow tasks through to completion, and proactive to follow up on details.

  6. Ability to manage and prioritize multiple responsibilities effectively and accurately under narrow time limitations.

  7. Ability to organize and analyze facts and present them in a clear, concise, and logical manner, both verbally and in written form, keeping all necessary parties informed.

  8. Ability to maintain strict confidentiality.

  9. Ability to establish and maintain effective working relationships with others.


PREFERRED QUALIFICATIONS:

  1. Certified Payroll Professional.

  2. Education, certification and/or experience in human resources field.

  3. Experience working in schools or the education field.

  4. Experience in ADP and MIP software.

  5. Familiarity with Google G-Suite for education.

  6. A commitment to diversity and inclusion with a strong sense of cultural competency is desired.


PHYSICAL DEMANDS:

  1. Must be able to remain in a stationary position more than 50% of the time.

  2. Needs to occasionally move about inside the office to access file cabinets, office equipment, etc.

  3. Must be able to occasionally ascend/descend stairs to access offices.

  4. Must be able to frequently communicate with staff/faculty regarding inquiries on new hire or employment benefits. Must be able to exchange accurate information in these situations.
