GoldenWolf is seeking a Facilities Accreditation & Compliance (FAC) Specialst. This role will support the DHA Program Manager and the Physical Environment and Life Safety Accreditation technical advisors and Subject Matter Experts (SMEs) for DHA Facility Operations Branch (FOB). DHA’s area of responsibility (AOR) includes all Army, AirForce, and Navy Medical Treatment Facilities (MTFs) worldwide. Incumbent is typically delegated complete responsibility and authority to plan, schedule, and carry out training and consultation for MTFs as it pertains to compliance with the fire safety, Statement of Conditions, & Environment of Care programs in accordance with Joint Commission & NFPA standards. Primary location is San Antonio, TX.


Roles and Responsibilities

• Plan, schedule, and provide pre and post-visit communication and administrative close-out of training and consultation visits for MTFs as it pertains to compliance with the fire safety, Statement of Conditions, & Environment of Care programs in accordance with Joint Commission & NFPA standards. This can be accomplished both in person and at designated virtual training sessions.

• Build, prepare, and/or organize training materials that support SMEs presentations at training or conference events

• Maintain and update, as required, FAC SharePoint site

• Review on-site surveys (triennial TJC, Mock Survey—AAV, or other FE site reports) of the MTFs to build trend reports of MTFs’ compliance with The Joint Commission (TJC) Environment of Care (EC) and Life Safety (LS) standards to ensure on-going compliance. Additional TJC Standards may be assessed as needed.

• Maintain LS Drawing plan for TJC standards compliance, required updates, and project related recommendations.

• Assist in the communication for site’s plan of action memorandums (POAM) resulting from mock surveys and evidence of standards of compliance (ESC) from TJC accreditation surveys and provide timely follow-up and close-out actions

• Build mechanism for organizing, following up, and closing out MTF questions regarding TJC standards, Life Safety Code (LSC), and other related regulatory issues as appropriate.

• Coordinate with DHA Fire Protection Engineers (FPEs) to resolve compliance related issues in the physical environment.

• Prepare budgetary estimates and justifications to obtain program fiscal resources.

• Collaborate with other elements to support and/or coordinate changes affecting other activities.

• Develops, evaluates, and implements immediate and long-range goals, objectives, plans and schedules to meet substantial changes in program authority and/or funding.

• Develops, implements, evaluates, and improves processes and procedures to monitor the efficiency and productivity of the projects/programs involved in.

• Makes analysis of material and develops recommendations (propose program changes, changes to regulations or other course of action) to DHA FOB leadership based on analysis.

• Review file substance of reports, decisions, and other documents to assure they accurately reflect the policies and position of the organization and the view of the DHA FOB.

• Represents the DHA FOB at meetings, briefings, conferences, hearings, etc. with higher headquarters; officials of other Federal agencies; State, County, and local authorities and the public on matters related to engineering/facilities management.

• Works with Federal agencies and non-federal entities to facilitate solutions as needed.

• Attends or conducts meetings, gives briefings, or makes presentations on behalf of DHA FOB.

• Speaks with the authority of the DHA FOB on accreditation issues concerning the assigned program.

• Performs other duties as assigned.

• Incumbent may be required to travel 25% of the time.

Requirements:

Required Qualifications

• Bachelor’s Degree from an accredited institution but can be waived if equivalent experience level is acceptable to the government.

• Three (3) years’ experience in medical facilities compliance with the fire safety, Statement of Conditions, & Environment of Care programs in accordance with Joint Commission & NFPA standards. Experience must include 24 months in the past 36 months.

• Two (2) years technical experience with Environment of Care but can be waived if equivalent experience level is acceptable to the government.

• Working knowledge of the DMLSS – FM Module or other computerized maintenance management systems, working knowledge with current National Fire Protection (NFPA) codes, and standards applicable to healthcare; knowledge and familiarity with current Occupational Safety and Health Administration (OSHA) requirements for medical facilities; knowledge of facility condition inspections, real property inventory procedures, corrective action planning, and high-level root cause failure analysis.

• Possess an active favorable NACI.


Preferred Skills

• Excellent client-facing and internal communication skills.

• Excellent written and verbal communication skills.

• Solid organizational skills including attention to detail and multitasking skills.

• Strong working knowledge of Microsoft Office, Smartsheet, Microsoft Project, Bluebeam Revu, or other project management platform to manage projects.

• Healthcare Facilities Management experience.

• Knowledge of NFPA 99 and 101, TJC Life Safety Standards, TJC Environment of Care Standards FGI Guidelines, and ASHRAE Standards.
