Job Type: Regular, Full-Time

General Functions:

The Education and Training Manager (ETM) works closely with the Director to provide leadership and management of the department’s Adult Education and Training Programs. The ETM will be responsible for assisting with and monitoring the eligibility and compliance of the Education and Training Programs administered by the Training Coordinator, Subsidized Work Experience Coordinator, Education Coordinator and GED Instructors. This includes but is not limited to providing and coordinating staff training across the team on policy and regulation requirements, eligibility and service administration best practices. The ETM will be responsible for overseeing the Education and Training program compliance related reports in the department systems, compiling regular written and/or statistical reports. In addition, the ETM will monitor and report out on all deliverables, goals and progress for the following programs: 477 Training Grants, Eklutna Grant, Rural Human Services, STEP Grant, Subsidized Work Experience, and Career Ready as well as any other grants/funding secured and assigned to the Education and Training team. The ETM must have proficient knowledge of AKP programs, policies, and procedures. This position will be responsible for organizing community outreach for the programs, recruiting and training staff, development and ongoing maintenance of policies, procedures, best practices and goals.

Duties and Responsibilities, including but not limited to:

Staff Management

  • Hire and train staff initially and continuously henceforward.
  • Work with Senior Manager and Compliance and Quality Assurance Manager to identify and assess training needs across the team, create training and implement methods to improve employee performance, engagement and empowerment.
  • Work as part of a cohesive team with other leadership to ensure effective communication and accountability.
  • Collaborate with cross-functional teams to address education and training file or process issues and implement corrective actions.
  • Lead, mentor, and motivate the Education and Training teams to achieve department/team/grant goals and objectives.
  • Provide guidance, training and professional development opportunities to enhance staff skills and capabilities.
  • Supervise the, Education Coordinator, Training Coordinator, & Supported Work Experience Coordinator. Develop appropriate goals, provide performance feedback/coaching, and conduct annual evaluations.

Program Compliance

  • Ensure all services under supervision meets state, federal, and granting agency goals/objectives, policies and regulation requirements.
  • Proficient in the program requirements for the following services: Tribal Training, Tribal Higher Education, 477 Employment/Supportive Services, STEP, NACTEP as well as other grants assigned to the Education and Training Team.
  • Responsible for conducting regular file reviews and to provide feedback to the Training and Education staff, and ensure that files/documentation is sufficient to pass annual audit.
  • Responsible for bringing policy issues to the Senior Manager and/or AKP Director, as appropriate.
  • Ensure the team is using participant’s strengths to develop their Personal Development Plans, and are documented in the system accurately and timely.
  • Ensure timely updates and adaptations to policies and procedures are completed in alignment with CITC’s 477 Plan, Program Regulations and CARF requirements

Financial Oversight

  • Assist the Senior Manager with monitoring all Education and Training grant budgets as assigned.
  • Responsible for assisting the Senior Manager in approving all program expenditures and ensuring expenditures are according to current policies, 477 plan and regulations.
  • Attend financial meetings with leadership to ensure proper management of funds distribution.
  • Assist in the development of proposals and plans for the establishment of new and ongoing funding.
  • Become familiar with Public Law 102-477, CITC’s 477 Plan and all applicable program regulations and procedures including those under other agencies such as Department of Labor (DOL), and the Department of Education (DOE).

Reporting and Data Management

  • Responsible for ensuring all program reports, internally and externally are submitted in a accurate and timely manner.
  • Ensure compliance with reporting requirements by becoming familiar with 477 statistical and narrative reports and ensuring timely completion of spotlight, quarterly, and annual reporting in both narrative and statistical format regarding program compliance, eligibility and service delivery.
  • Ensure tracking procedures correlate to data needs and reporting/funding requirements.
  • Be a superuser of CITC’s Apricot Case Management System, along with Confluence, Jira and Smartsheet and other required state and federal reporting systems.
  • Ensure staff are responding to file reviews and updating files timely.

Training and Systems Improvement

  • Under the leadership of the Senior Manager develop and implement training on regulations, policies, procedures and best practices for all Education and Training Staff. Ensure documentation of training is maintained and monitored.

Customer Service and Communication

  • Conduct outreach with training/higher education partners and community employers to develop training and employment opportunities for participants.
  • Act as the main point of contact for coordinating all outreach and recruitment events to ensure enrollments of students into all Adult Education and Training services administered by AKP.
  • Ensure all Grievance and Appeal processes are followed and completed by addressing all grievances and appeals related to the direct report staff or eligibility determination
  • Knowledgeable of community resources available to assist our participants within CITC and outside of CITC.
  • Ensure the accuracy and timeliness of all services and direct staff reporting to this position.
  • Fully engage in staff meetings, training sessions, conferences, and other public gatherings.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all other related duties as needed and assigned.

Job Specifications:

  • Proficiency in Apricot, myCITC, Confluence, Jira, smartsheet and Microsoft office, including World, Excel and Outlook.
  • Strong organizational, analytical and communication skills.

Minimum Qualifications:

  • Bachelor’s degree in Business, Education, Vocational Education or a closely related field of study. Year for year experience in similar field may be supplemented for degree.
  • Minimum two (2) years of program management and supervising staff.
  • Minimum two (2) years education and employment counseling experience.
  • Continued employment is contingent upon a report from a state and federal background check.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.

Preferred Qualifications:

  • Master’s degree in Business, Education, Vocational Education or a closely related field of study.
  • Minimum two (2) years’ experience in budget management.
  • Previous experience in employment, training or social service programs and non-profit management.
