Summary:


Cornerstone is seeking an Antiterrorism Program Support Specialist (APSS) to provide comprehensive support to the U.S. Army Human Resources Command (USAHRC) in managing and implementing antiterrorism and force protection programs. The APSS will be responsible for conducting assessments, delivering training, and maintaining critical security and antiterrorism plans to ensure the safety and security of personnel, facilities, and operations.

The Antiterrorism Program Support Specialist must have a thorough understanding of antiterrorism and force protection principles as defined by Department of Defense (DoD) and Army regulations, such as DoD Instruction 2000.16 and Army Regulation 525-13. The specialist should have prior experience in supporting antiterrorism programs, including conducting vulnerability assessments, assisting in the development and execution of training exercises, and coordinating response plans for potential threats. A solid background in security operations, emergency management, and risk assessment is crucial. Additionally, the specialist should have completed or be familiar with DA-approved AT Level II Antiterrorism Basic and Advanced Courses, with additional qualifications in Physical Security (PS) management and Operations Security (OPSEC) being highly desirable. Strong communication skills, both oral and written, are essential to effectively support and train personnel, as well as to collaborate with higher-level commands and various protection working groups. A Secret security clearance is required, and the specialist must maintain this clearance throughout their role.

Key Responsibilities:


Program Management:


  • Assist in the implementation of the USAHRC Antiterrorism (AT) Program.
  • Develop, maintain, and update the HRC AT Plan, AT Communications Plan, Command AT Strategy, and associated documents.
  • Conduct vulnerability and criticality assessments on the LTG Timothy J. Maude Complex and HRCs subordinate units.
  • Monitor national threat levels, recommend Force Protection Condition (FPCON) changes, and ensure proper implementation of security measures.
Training and Exercises:


  • Plan, prepare, and assist in the execution of AT-related training exercises, including active shooter response training.
  • Deliver tailored country-specific threat briefings for personnel traveling overseas.
  • Ensure that all protection-related exercises include antiterrorism considerations.
Assessments and Reviews:


  • Conduct antiterrorism assessments of subordinate commands and installations, and prepare detailed reports on findings.
  • Review and recommend changes to AT-related policies, OPLANs, OPORDs, and SOPs.
  • Evaluate all briefing materials and publications for antiterrorism considerations before dissemination.
Data Management:


  • Input and manage antiterrorism-related data in the Mission Assurance Risk Management System (MARMS) and Strategic Mission Assurance Data System (SMADS).
  • Maintain records of overseas travel approvals, including ISOPREPs, and ensure proper documentation is accessible.
Coordination and Communication:


  • Serve as a member of the HRC Protection team, participating in Protection Working Groups, Protection Executive Committees, and Threat Working Groups.
  • Coordinate with the Contracting Officers Representative (COR) to align antiterrorism activities with USAHRC and HQDA policies.
Qualifications:


  • Mandatory:
    • Completion of DA-approved AT Level II Antiterrorism Basic and Advanced Courses.
    • Previous experience in antiterrorism program management and training delivery.
    • Experience with G-3 Operations Directorate or a Command Division, or prior roles as an Antiterrorism Officer or Specialist within the last five years.
    • Completion of the PS Manager Course and other AT/FP-related courses.
  • Desirable:
    • Competence in the operation of personal computers and Microsoft Office applications.
    • Strong oral and written communication skills.

Working Conditions:


  • Hours of Operation: Core hours are Monday to Friday, 0800-1630.
  • Travel: Occasional CONUS travel required, up to three times a year for approximately three days each.
  • Telework: Authorized on an ad hoc basis, with approval from the COR and a warranted KO.
Security Requirements:


  • Must hold and maintain a Secret security clearance throughout the contract period.
  • Responsible for safeguarding all government-provided equipment, information, and property.
This position requires a highly motivated individual with a strong background in antiterrorism and force protection. The ideal candidate will be able to work independently and as part of a team, ensuring that USAHRC's antiterrorism program is effectively implemented and continuously improved.
