Tooele County is currently looking for the ideal candidate to perform administrative and technical duties related to building permits, plan review, and inspections.

GENERAL PURPOSE

Performs administrative and technical duties related to building permits, planning and zoning permits, plan review and inspections.

Provides assistance and back up to Office Manager as needed.


SUPERVISION RECEIVED

Works under the direction of the Community Development Director.

Works closely with the Community Development Office Manager.


EXAMPLE OF DUTIES

Issues permits and Certificates of Occupancy: collects customer information needed to process building applications; checks the property address for flood zone, wetlands, and existing structures to make sure setbacks are met; checks zoning laws to determine whether or not structure type is allowed; estimates square footage, number of rooms etc.; gathers documentation, including contractor license, deed, land plat, tax receipts and water and sewer approvals.

Assists office manager and building and zoning departments: schedules inspections; post inspections in department software; takes in plats for zoning; makes zoning signs; and answers questions and complaints concerning potential code or zoning violations.

Performs customer service duties: addresses issues and answers questions for customers and inspectors; researches and corrects errors in permit and/or receipt numbers; prepares documentation for inspectors, if necessary; and assists with zoning questions on land, zoning laws and checking flood zone and wetlands maps.

Performs clerical and administrative work: answers phone; receives members of the general public; composes, types and edits a variety of letters, memoranda and other material; receipts and deposits funds for the department; maintains files and archives records for the department; inputs data to standard office and department forms; processes data; and compiles data for census reports.

Assists Planner / Zoning Administrator: Accepts applications, ensures completeness, working with applicant until all required items are received. Receives payment for all applications. Reviews building permits and site plans to ensure that all zoning requirements are met. Addresses envelopes and distributes Planning Commissioner packets. Posts and publishes notices for all Planning Commission agendas and attachments in proper locations. Addresses letters to go to individuals concerning Planning and Zoning changes, such as a re-zoning, conditional use, variance, text amendment or appeal.

Assists code enforcement officer with creating case files when complaints are received; prints and mails notices; answers questions related to code enforcement; updates electronic files; and assists in scheduling appeal hearings.

Performs other related duties as required.


MINIMUM QUALIFICATIONS

Grade 12/15: Graduation from high school and two years of office experience. Must possess skills in computer software programs such as Microsoft Excel and Word. Knowledge of Microsoft Access or similar database helpful. Basic bookkeeping skills and experience in handling money. Preference will be given to experience working in a drafting, engineering, architectural aide environment and/or building & zoning department. Must possess a valid Utah Drivers' License. Ability to be certified as a Permit Technician within one year.

Grade 17: Meet all the minimum qualification of a Permit Technician Grade 12/15 and three (3) years full time experience in one of the following: drafting, engineering, architectural aide environment, building/zoning dept. or related experience. Must be certified as a Permit Technician and possess a basic knowledge of residential and/or commercial building codes.

Knowledge, Skills, and Abilities

  1. Knowledge of and ability to read construction plans, specifications, calculations, energy analysis, utility company requirements and safety documents.
  2. Ability to follow instructions and make minor decisions in accord with established policies and procedures.
  3. Ability to use effective verbal and written communication skills and perform basic mathematical calculations.
  4. Ability to perform tasks independently and be self motivating.
  5. Operates various office equipment such as computer, calculator, copier, printer, scanner, and camera.
  6. Operates various software programs for permit tracking, digital asset management, correspondence and communications, calculations and code reference using std. and specialized word processing and spreadsheet programs
  7. Ability to understand legal descriptions and documents which have an impact on the ownership and control of land and roads; ability to establish and maintain effective working relationships with employees, other agencies and the public.
  8. Required to hold a valid Utah driver's license

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in office settings. Hand-eye coordination is necessary to computers and various pieces of office equipment. Frequent standing or sitting; walk, talk or hear; use of hands to finger, handle, feel or operate objects, tools, or controls; ability to reach with hands and arms. Occasionally lifting and/or moving up to 25 pounds. The noise leveling the work environment is usually moderately quiet. Limited travel is required.
