TITLE:                                                   Director of Residential Services

BASIC FUNCTION:                      Collaborate with Executive Director of Community Programs to determine efficient strategies and procedures, and promote high-quality program operations. 

Responsible for complete oversight of CLASS residential programs while managing new program development. The Director of Residential Services is also responsible for new home openings, transition of residents, all activities pertaining to licensure, human rights, personnel, quality assurance and regulatory and contractual obligations.

 

SCOPE:                                      Reports to Executive Director of Community Programs              

ESSENTIAL FUNCTIONS:

  • Provide administration and supervision of all residential homes within CLASS to meet the physical, social, educational, vocational, and spiritual needs of individuals served by developing, implementing, and maintaining consistent and efficient standard operating procedures.
  • Work with the Human Resources Department to hire and retain talents for residential program, resolve employment relations/issues, and manage corrective disciplinary action as needed in a fair and equitable manner.
  • Supervise and delegate Senior Residential Homes Managers (SRHM), Residential Homes Managers (RHM), and professional ancillary staff.
  • Manage employee performance by establishing SMART goals and expectations, tracking progress, ensuring timely feedback, and addressing performance deficiencies promptly.
  • Ensure that all SRHMs and RHMs are trained on all job responsibilities initally and ongoing as needed.
  • Facilitate and document professional staff development through training, coordinating, and periodically conducting training and in-service meetings necessary to drive high employee performance.
  • Convene and conduct program staff, supervisor, management meetings as scheduled or as needed.
  • Lead the continued expansion of residential program, new programs/services, and other private and public funding options by establishing beneficial relationships with referral sources.  Participate in the new referral process and oversee the timely transition of residents.
  • In collaboration with the Executive Directors and the Chief Finance Officer, prepare and submit residential programs’ annual budget and monthly monitoring; ensure reimbursement rates are appropriate for services provided.
  • Monitor budgets, approve purchase requests, and approve expenses that fall within approval parameters, to ensure appropriate utilization of resources.
  • Monitor and evaluate current and future trends and needs.  Recommend program changes that ensure services are adaptable to changing demographics and needs of individuals, as well as changing funder requirements.
  • Ensure facilities/homes are maintained up to code in compliance with all county and state applicable rules and regulations.
  • Work with quality control and program staff to ensure stakeholder satisfaction; including residents, families, and funders.
  • Attend, engage and respond effectively at meetings of the Boards of Directors, and other Board Committees as needed.
  • Coordinate with Quality Compliance Coordinator to implement and lead the continuous quality improvement process for the residential program assuring that CLASS exceeds all licensing, contractual, regulatory and CARF standards.
  • Participate and coordinate with Quality Compliance Coordinator in local/state/funder monitoring and compliance surveys and complete requests for qualification and related paperwork.
  • Coordinate with Quality Compliance Coordinator to investigate and prepare reports relating to incidents and allegations of abuse.
  • Assure ISPs and behavior support plans are followed, modified and communicate to appropriate staff as needed in close collaboration with SRHMs, RHMs, and Program Specialists.
  • Be well informed of local, state and national issues affecting the wellbeing of the participants and families and effectively advocate for the population we serve. 
  • Maintain involvement in the community to bring awareness of agency services. Represent the agency at assigned external public or private group or committee.
  • Provide coverage to participants when there is an RHM/SRHM vacancy.
  • Provide emergency on-call for SRHMs/RHMs during evenings and weekends.
  • Communicate and respond in a timely, consistent, professional manner with participants, families, guardians, advocates, and all stakeholders.
  • Resolve participant, employee, and family issues in a timely and professional manner.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:     

  • Master’s Degree preferred in the Human Service field plus three years related experience (including two years of administrative/supervisory experience, preferable in residential services for adults with disabilities) - or a Bachelor’s Degree with five years of related experience, including two years administrative/supervisory as described above. 
  • Experience in residential services, new program and funding source development.
  • Knowledge of ODP Chapter 6400, 6100 and Community Health Choices applicable laws and regulations. 
  • Possess working knowledge of Outlook, Word, Excel as well as other appropriate computer and database systems.
  • Required valid PA Driver’s License, good driving record, and reliable transportation.

WORK ENVIRONMENT & PHYSICAL DEMANDS/REQUIREMENTS:

  • Work is performed in an office setting and sedentary; requires sitting for long periods of time.
  • Requires full range of body motion including manual finger dexterity and eye-hand coordination for use of calculator and computer keyboard.
  • Sitting, standing, walking, typing, turning in chair, stooping and reaching for files.
  • Ability to receive and respond to phone calls; face to face conversation.
  • Ability to see and interact with text and graphical information on screens, read forms and printouts.
  • Ability to use office equipment such as copiers, scanners, computers, telephones, and fax machines.
  • Ability to lift 50 pounds.
