Job DescriptionJob Description

The Instrumentation & Electrical (I&E) Engineer is responsible for enhancing maintenance systems, ensuring equipment reliability, maintaining mechanical integrity, overseeing quality programs, reducing maintenance costs, and providing technical support for project initiatives. This role involves working within the plants safety and environmental programs and engaging with personnel at all levels.

Essential Duties & Responsibilities:

Preventive Maintenance and Reliability
  • Develop Expertise: Acquire comprehensive technical knowledge of all I&E components and systems.
  • Vendor Information: Collect, organize, and utilize relevant vendor information.
  • Training: Develop and implement training programs for I&E Maintenance technicians.
  • Maintenance Procedures: Define spare parts, tools, facilities, and develop inspection, repair, and reconditioning procedures.
  • Service Contracts: Provide guidance on third-party maintenance service contracts.
Technical Support and Root Cause Analysis
  • Failure Analysis: Conduct root cause failure analysis (RCFA) on I&E component and system failures; propose corrective actions.
  • Technical Assistance: Support on-site electricians, instrument technicians, planners, and maintenance supervisors in repairs and system improvements.
Consistency and Integrity Maintenance
  • Ownership of Standards: Maintain and enforce I&E related specifications and standards.
  • Project Support: Ensure adherence to specifications and standards during plant modifications and minor improvements.
  • Inspection Programs: Evaluate and enhance inspection and testing programs to maintain system integrity.
Continuous Improvement
  • Update Procedures: Keep repair procedures, vendor information, specifications, and standards current.
  • Risk-Based Inspection: Develop and implement a risk-based inspection program.
  • Preventive Maintenance: Monitor critical equipment and assist in developing preventive maintenance programs.
  • Failure Data Analysis: Collect and analyze data on system failures to identify and address failure modes.
  • Action Plans: Develop and implement action plans to eliminate failure modes, including modifications to standards and training programs.
Project Support
  • Technical Advising: Act as a technical advisor during maintenance turnarounds and minor improvement projects.
  • Review Specifications: Review and approve I&E specifications for new equipment and projects.
  • Safety Reviews: Participate in pre-start-up safety reviews, punch listing, pre-commissioning, and commissioning activities.
Safety Culture Promotion
  • Safety Compliance: Support and enforce Company Life Saving Rules and Safety, Process Safety, Health, and Environmental policies.
  • Safety Behavior: Demonstrate and promote safe behaviors within the organization.
  • PSM Requirements: Ensure compliance with Process Safety Management requirements.
  • Safety Analyses: Participate in Job Risk Analyses, Process Hazard Analyses, HAZOP studies, and incident investigations.
  • Documentation: Develop and document I&E specific Job Risk Analyses.
  • Safety Initiatives: Engage in safety observations, near miss, and incident reporting initiatives.

QUALIFICATIONS:

  • Education: Bachelor's degree in Electrical Engineering.
  • Experience:
    • Minimum of 7 years in I&E engineering within a chemical manufacturing environment.
    • At least 3 years of experience in process instrumentation troubleshooting.
  • Technical Skills:
    • Ability to read and interpret P&IDs and equipment drawings.
    • Proficient in process analyzers, instrumentation, and controls engineering.
    • Knowledgeable in high and medium voltage power supply systems and electric motors.
    • Experience with PLCs, DCS programming, safety interlock systems, and emergency shut-down systems.
    • Familiar with instrumentation standards in the petrochemical industry and electrical codes (e.g., NEC, ANSI/IEEE).
    • Skilled in interpreting engineering documents related to instrumentation and electrical systems.
    • Capable of assessing vendor quotes and project planning.
