SUMMARY

The primary purpose of this position is to oversee file and case management for youth within job training programs, while designing, implementing, and overseeing a job readiness training curriculum. The case manager is responsible for preparing students for the workforce, while following up to ensure their successful placement in their next steps. The case manager is also responsible for assisting with the maintaining of documentation requirements and data input for various grants affecting the program.

All activities must support EHA’s strategic goals and objectives and produce results that accomplish the goals of the overall organization.

ESSENTIAL JOB FUNCTIONS

Primary areas of responsibility and tasks that may typically be expected include but are not limited to:

  • Develops, oversees, and implements a career development program that meets organizational standards and goals of primary funding sources.
  • Conducts ongoing development and implementation of job readiness classes and other courses in career development within the YouthBuild program.
  • Facilitates the completion of the job readiness portfolio with each YouthBuild participant.
  • Develops relationships with students, including an understanding of their outside support, to identify resource needs. Communicates these needs and appropriate information within the YouthBuild team to provide the most effective service delivery possible.
  • Fulfills outplacement goals and objectives for primary funding sources.
  • Develops strategies for students to transition out of the YouthBuild program and for post program job development, training, and education opportunities.
  • Ensures the regular facilitation of follow-up activities with former participants.
  • Maintains consistent tracking and follow up, in accordance with a chart of risk factors and needs for all YouthBuild students for a minimum of one year.
  • Helps create a resource library of information on education and training programs, internships, and other post-program opportunities for members.
  • Documents and inputs in a variety of data systems that track program implementation.
  • Coordinates with other staff members to provide community and financial resources for students.
  • Maintains concise documentation of the post-program tracking system.
  • Coordinates and maintains student files, including responsibility for obtaining all necessary documentation in accordance with the various grant regulations.
  • Performs other related duties as assigned.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION

  • Four-year college degree in career counseling, psychology, sociology, or a related field.
  • Significant professional experience in a related field may be substituted for postsecondary education.
  • Minimum one year working as a case manager.
  • Experience working directly with a diverse youth population, preferably within a job development or on-the-job training program.
  • Experience in job coaching, career development, or counseling is preferred.
  • Possession of valid Indiana Driver’s License.

JOB COMPETENCIES:

  • Knowledge of HUD’s Housing Quality Standards practices and regulations.
  • Knowledge of housing inspection techniques, and ability to diagnose/analyze housing conditions.
  • Working knowledge of construction methods/materials and building maintenance problems.
  • Knowledge of Section 8 existing regulations, policies and practices and tenants’ rights.
  • Knowledge of rental market and leasing documents.
  • Ability to communicate orally and in writing in a professional manner.
  • Ability to perform various computer applications and clerical functions.
  • Ability to maintain confidentiality and uphold professional/ethical standards of conduct, and to establish/maintain effective working relationships with clients, staff, and the general public.
  • Ability to organize and expedite workload and manage time effectively.
  • Knowledge of housing and community programs, agencies, and human services resources.
  • Ability to perform simple mathematical functions with accuracy.
  • Ability to attend to detail, work independently, and initiate work projects.
  • Demonstrated problem-solving and conflict resolution skills.
  • Demonstrated prompt, regular work attendance.

COMPUTER AND ADMINISTRATIVE SKILLS

To perform this job successfully, an individual should have average abilities using computer software such as MS Word, and Outlook and should be capable of using internet resources for research and developing reports. Proficient in operating and troubleshooting personal and laptop computers. Ability to learn other computer software programs as required by assigned tasks.
