The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY

Responsible for overseeing the Exchange’s Producer (Insurance Broker) Program. This includes ensuring the integrity of the program and maintaining its reputation with both internal and external partners. The Producer Team Manager will be a liaison between the Exchange and its vast network of brokers, advocating and communicating for each other's interests and needs. Additionally, this position will oversee a team responsible for the certification, education, and overall support of the agent/broker community, and Enrollment Centers. The Producer Team Manager manages the Producer Agent Representative and Producer Support Liaisons.


DUTIES AND RESPONSIBILITIES

• Oversee the Exchange’s Producer (Broker) program.

• Facilitate or support informational presentations and training to groups of varying sizes.

• Manage, support, supervise and review the performance of employees on the Producer program team.

• Seek and relay timely information on program initiatives, system changes, and policies to keep the team and broker community informed.

• Protect and limit access of personal identifiable information (PII) to authorized users.

• Understanding of the broker certification process including Washington state licensing and carrier appointment requirements.

• Use of Zendesk, Learning Management System (LMS), SharePoint, Adobe products, Microsoft Office Products (Outlook, PowerPoint), Storyline, and Account Worker Portal (AWP). If any of these systems or software is new or unknown, be willing to learn, identify and fill knowledge gaps.

• Exceptional customer service, effective communication and leadership skills.

• Understand qualified health and dental plans, and Apple Health (Medicaid) programs for health insurance options.

• Comply with federal and state regulations related to CMS requirements, the Affordable Care Act (ACA), and individual and small group insurance options.

• Build and maintain external relationships with regulatory agencies (HCA, DSHS, OIC), broker-led enrollment centers and broker community.

• Facilitate quarterly Broker and Agent Technical Advisory Committee meetings.

• Build and maintain internal relationships with various Exchange departments.

• Provide feedback to appropriate Exchange staff about Washington Healthplanfinder.

• Be a team player and be willing to lean into and contribute to other team’s priorities as needed.

QUALIFICATIONS

Required:

• Three years of experience working as a health insurance broker, in healthcare leadership, or in a management field in a related discipline.

• Three years of experience leading or supervising staff.

• Experience creating and facilitating training on various topics related to healthcare plans for diverse communities.

• An active listener who can communicate well with diverse audiences.

• Excellent oral and written communication skills sufficient to interact effectively and productively with internal staff and external partners. Demonstrated public speaking ability.

• Commitment to the mission, vision, and equity values of the Exchange.

• The ability to plan, meet deliverables on time, escalate and resolve problems.

• Ability to lead and support team through building trust and staff empowerment.

• Ability to set clear expectations of staff responsibilities and help manage workload to ensure accountability.

• Experience leading a team through change management and leaning into continuous program improvement and team development.

• The ability to think critically and the willingness to take responsibility for making difficult decisions, while being flexible and open to feedback.

To broaden the candidate pool, we are willing to consider in-training candidates. To qualify, you must have:

  • Two years of relevant experience working as a health insurance broker, in healthcare leadership, or in a management field in a related discipline.
  • One year of experience leading or supervising staff.

Desired:

• Certificate or higher degree in administration, business, healthcare management or related field.

• Washington state broker disability (health) license.

• Knowledge of the Affordable Care Act in terms of regulatory requirements, implementation planning and execution.

SALARY INFORMATION

Full Salary Range: $87,238.00 to $130,857.00 annually, with midpoint at $109,048.00.


Hiring Range:

For candidates who meet the required qualifications: $100,324 to $109,048.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer.

For in-training candidates: $87,328 to $99,233.


The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
