CLASS TITLE:  CREDENTIAL ANALYST

BASIC FUNCTION:

Under the direction of the Assistant Superintendent of Personnel Services, perform a variety of specialized and technical duties in support of certificated personnel functions; serve as credential analyst for certificated personnel and monitor assignments of all certificated staff; provide a variety of credentialing services to certificated personnel; ensure compliance with credentialing laws and regulations; provide information and assistance to District employees, job applicants and the general public; prepare and process personnel actions, records and other documents; interpret policy and regulations pertaining to a variety of personnel activities and records; process personnel matters in an accurate and timely function.

REPRESENTATIVE DUTIES:

Establish and maintain confidential personnel files for certificated employees of the District.

Examine and verify the appropriateness of credentials held by certificated personnel; advise them in applying for and renewing credentials; collect, review and approve documentation necessary for application packet and process applications; track application status; file for CBEST Waivers for employees who do not possess a credential.

Maintain contact with California Commission on Teacher Credentialing and County Office of Education regarding current legislative and administrative changes which affect credentialing regulations and procedures; furnish information concerning California credential requirements and procedures to certificated personnel; attend credential workshops; collect and maintain assignment data; assist administrative staff to resolve misassignments.

Prepare recruitment notices on computer for certificated and management vacancies; distribute to designated locations; set up files on current vacancies; prepare employment ads for newspapers.

Screen callers by telephone and in person; provide specialized information and assistance to District employees, job applications and others concerning personnel and employment policies and procedures.

Accept applications for employment; review applications for compliance with employment requirements; provide information and assistance to job applicants and employees regarding employment standards, vacancies, promotional opportunities; set up and maintain files with new applications; set up database with new applications.

Establish interview panels, notify members of place and times; coordinate interview schedules; telephone and schedule applicants; explain and monitor procedures; prepare interview packet and complete necessary paperwork after interview process.

Evaluate transcripts to determine appropriate placement on the certificated salary schedule; prepare and process formal offers of employment and contract for certificated employees.

Process and record sensitive information such as fingerprints, T.B. test results and other information; maintain current and accurate records on Kardex, in files and on database.

Provide orientation for new employees regarding salaries, benefits, policies, procedures; assist new employees with paperwork required to establish a personnel file; process required forms and documentation for new employees.

Initiate and maintain current information and paperwork for salary changes and other personnel transactions; distribute pertinent information forms to district office personnel.

Prepare and process and assist certificated employees with resignations, retirements, and requests for leaves of absence.

Collect and compile statistical information to generate a variety of specialized reports such as seniority reports, timetable for employee evaluations and other pertinent personnel transactions.

Communicate with Controller, County Office District Office regarding personnel transactions and changes; verify employment according to established procedures.

Perform related duties as assigned.

Communicate effectively both orally and in writing.

Understand and follow oral and written instructions.

Perform mathematical calculations accurately.

Independently compose correspondence and memoranda.

Maintain accurate and complete records and prepare clear and concise reports.

Type at 45 words net per minute from clear copy.

Perform clerical duties such as filing, duplicating, typing and maintaining records.

Complete work with many interruptions.

Establish and maintain cooperative and effective working relationships with others.

Operate a variety of equipment and machines such as computer, typewriter, copier, printer, calculator and fax machine.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from high school supplemented by course work or training in personnel, credentialing or public administration and three years of increasingly responsible clerical experience preferably in a personnel office or in an educational setting.

LICENSES AND OTHER REQUIREMENTS:

Some positions in this classification may require a valid California driver's license, evidence of appropriate automobile insurance based on DMV regulations and insurable by the District liability insurance carrier.
