OVERVIEW

The Refugee Health Promotion Coordinator (RHPC) supports the operations of USCRI’s Refugee Health Services (RHS) Division and the administration of the Medical Replacement Designee model for the state of Texas, funded by the Office of Refugee Resettlement (ORR). The RHPC works with a high level of autonomy and is responsible for administering the Refugee Health Promotion (RHP) program through a network of subgrantees in resettlement cities across Texas, coordinating fiscal and reporting aspects and supporting the programmatic components of the program. These areas of responsibility involve managing existing activities and identifying opportunities to enhance the program. Current activities include reviewing annual program and budget proposals, coordinating the execution of subcontracts, tracking year-to-date subgrantee expenses and progress towards stated objectives, processing invoices, identifying promising practices and relevant resource for program enhancement, fostering strong working relationships with subgrantees across the state, and general programmatic monitoring and oversight.

The Refugee Health Promotion program serves all ORR-eligible populations through three distinct federal funding appropriations: Base or traditional RHP, the Afghan Supplemental Appropriations Act (ASA), and Additional Ukraine Supplemental Appropriations Act (AUSAA). Eligibility for each funding varies, with traditional RHP being the broadest for all ORR-eligible populations, including refugees, asylees, SIV holders from Iraq and Afghanistan, Afghan and Ukrainian Humanitarian Parolees, victims of trafficking, and Cuban/Haitian Entrants. This position is based in USCRI’s Austin, Texas field office and reports to the TX RHS Programs Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Support the high-quality, timely, and cost-effective administration of the subcontracted Texas Refugee Health Promotion (RHP) program;
  • Serve as first point of contact for RHP subcontractors, which may include local resettlement agencies (LRAs) and other community-based organizations (CBOs) that serve ORR-eligible individuals;
  • Oversee the standards and scope of services to ensure full compliance with ORR’s scope of RHP program services, as outlined in ORR PL 20-05 and ORR Dear Colleague Letter (DCL) 22-05, which may include medical case management and health navigation; health education and outreach; and/or adjustment/wellness groups, skill-building networks, and peer support meetings;
  • Work with State Refugee Health Coordinator and TX RHS Programs Manager to manage the annual request for proposal (RFP) process based on allowable activities outlined by the Office of Refugee Resettlement and assess proposals and budgets submitted by LRAs, CBOs, and other entities;
  • Serve as a contract manager and key point of contact for subcontractors on day-to-day operations;
  • Cultivate, establish, and maintain relationships with partners, external stakeholders, and support outreach efforts across the state, which will involve travel;
  • Assess need for partner agency training and schedule and coordinate trainings independently (both in-person and web-based) as necessary;
  • Host quarterly calls with subgrantees via Zoom to foster peer-to-peer learning, share announcements, and provide updates on the RHP program;
  • Conduct monitoring visits and desk audits and provide technical assistance to enhance program performance and adherence to contractual agreements;
  • Assist in the creation and/or improvement of monitoring tools, report templates, performance metrics and tracking spreadsheets, and other methods to track and manage subgrantee activities and services;
  • Coordinate, compile, and submit data and contribute to the analysis and reporting of programmatic outcomes for internal and external programmatic reports, both narrative and quantitative;
  • Think critically and proactively to address emergent challenges and solve problems in a timely manner, making a range of decisions and escalating issues as appropriate;
  • Create internal and external programmatic reports based on sub-contractor reports;
  • Track program expenditures and assess fiscal projections, process invoices, provide fiscal oversight of subcontractors, and field budget amendment requests to ensure compliance with program regulations and requirements; and
  • Perform other responsibilities as assigned by the supervisor.

POSITION REQUIREMENTS

  • Bachelor’s degree in related field, such as (but not limited to) international affairs, public/global health, healthcare administration, or social services, from an accredited institution;
  • Master’s degree preferred;
  • Four years of demonstrated experience in programmatic and fiscal oversight, operations, training, administration, and contracting, monitoring experience is required;
  • Experience in the oversight of subcontractors required;
  • Experience in budgeting, forecasting, and contract management;
  • Experience working with health and human service organizations, including federal, state, local governments, clinics, hospitals, nonprofits, and community, ethnic, or faith-based organizations;
  • Experience in refugee resettlement, refugee health, refugee mental health and wellness, mental health, or related social service programs preferred;
  • Working knowledge of the overall refugee resettlement process;
  • Demonstrated track record of cultural humility and experience working with international populations;
  • Ability to identify opportunities for program enhancement, take initiative, and have foresight to plan ahead and take action on tasks pre-emptively;
  • Ability to prioritize duties independently, think strategically, and multi-task in a fast-paced environment;
  • Excellent written and interpersonal communication skills such as writing reports and materials for different audiences and public speaking;
  • Strong skillset in MS Word, MS Excel, MS PowerPoint, and Adobe;
  • Self-starter with the ability to work well in a team, juggle multiple priorities, and meet regular deadlines;
  • Strong attention to detail; must be highly flexible, and able to keep multiple assignments moving forward with a focus on continuous improvement;
  • Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information, and an appreciation of a multicultural workplace;
  • Dedication to the human rights of refugees, immigrants, asylum seekers, and displaced people; and
  • Reliable transportation, valid US driver’s license, and active insurance policy.

TRAINING REQUIREMENTS

  • Satisfactory completion of USCRI’s Orientation and Training; and
  • Complete additional training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
