Program/project scope relates to contracted design developments, modifications and/or production delivery of products and services to customer specifications, statements of work (SOWs) and program schedules. Success in the PM position is measured by product performance, on-time delivery, product quality, customer satisfaction and various financial metrics, including profitability. Position responsible for leading cross-functional teams of 5-25 employees, Position reports directly to the Director, Program Management.RESPONSIBILITIES
  • Reviews and assimilates all relevant customer documentation, including contract terms and conditions, standing order agreements, product requirements specifications, statements of work, program schedules, contract data requirement lists, data item descriptions, and applicable reference documents.
  • Synthesizes customer requirements with organizational capabilities and capacity to develop and maintain a comprehensive program management plan and risk management plan, to direct and control all aspects of program planning, execution, control and risk management.
  • With support from Executive Management, negotiates initial/proposed changes to contract scope, schedule, prices, terms and conditions with customer contract personnel to ensure program plans are executable to program schedules and budgets.
  • Defines and directs program functional elements such as engineering, finance, planning, procurement, manufacturing, quality, service, information technology, human resources, and other program support functions. Reviews and approves functional objectives, plans and implementation results in support of the program.
  • Coordinates with cross-functional leaders to staff program team appropriately to enable successful execution of all aspects of the program management plan.
  • Oversees, assesses, and controls performance of company and/or subcontractor Installation Teams to ensure accurate and timely execution of up to five (5) concurrent airport installation projects. Manages CATSA/End User stakeholder and subcontractor relationships throughout installations.
  • Establishes and monitors adherence to master program plans and schedules; prepares and issues operational and program directives, as required. Leads program decision-making process and brings closure to open issues.
  • Provides for frequent, effective, periodic, and ad hoc communications with program team, customer/end user stakeholders, major subcontractors and executive management which meet or exceed customer/stakeholder expectations. Communications include but are not limited to program plans, strategies and tactics, accomplishments and challenges, meeting minutes, action registers, upcoming events, periodic customer and internal status reports, customer and internal program management reviews, program financials, risk mitigations and opportunity capture strategies.
  • As may be required, coordinates proposal preparation, subcontract statements of work and specifications; estimation of product or service costs and negotiation of contract prices, financial terms and program requirements; and the subsequent administration of contracts, establishing of cost controls and the monitoring, reporting, and justifying of costs.

EDUCATION and EXPERIENCE:

  • Bachelor’s degree required in, business, or, with five (5) or more years of related program management experience demonstrating successful program execution, customer satisfaction and financial outcomes.
  • Must possess the knowledge, intelligence, poise, business acumen and breadth of experience to work effectively with executive management, customers, end users, cross-functional teams, partners, and suppliers.
  • PMI/PMP Certification preferred, but not required.
  • Strong preference will be given to candidates with PM experience working with US Government entities, and/or experience working in the aviation or transportation security industries.

  • Ability to prioritize and coordinate across disciplines and integrate all aspects of business as they impact customer programs and/or development projects, including negotiation of scope, roles and responsibilities, specifications, timelines, and resources throughout the organization.
  • Must be proficient with Microsoft Office suite, including Teams & MS Project.
  • Must possess excellent verbal, written, interpersonal and negotiation skills for effective interface with contacts at all levels within and outside the organization.

OTHER CONSIDERATIONS

  • Position is located in Peabody, MA. Position requires periodic (10-30%) business travel to major US cities.
  • Position enjoys great autonomy in work schedule, but is expected to maintain near continuous communications with customers/end user stakeholders, company management, engineering, product support, and field service personnel, as required.
