Position Summary

The Planning Manager will work closely with the SVP of Housing Development and Planning on projects including the Plus One ADU grant program, Long Island Zoning Atlas, and other housing programs and initiatives as required.

Responsibilities:

  • Program Leadership: Provide strategic leadership, direction, and guidance to the program team. Supervise and mentor staff and support team collaboration and productivity.
  • Program Management: Develop and implement program policies and procedures. Monitor program activities to ensure compliance with program goals and objectives. Communicate milestones, deliverables, dependencies, risks, and issues, across leadership. Identify and address program issues and challenges. Develop and implement program evaluation strategies.
  • Affordable Housing Program Development: Design, implement, and manage affordable housing programs, incentives, and policies to increase the supply of affordable housing units, promote housing affordability, and support diverse housing options.
  • Zoning and Environmental Review: Provide guidance and support to developers, property owners, and stakeholders on zoning requirements, development standards, permit processes, and regulatory compliance related to housing development. Conduct environmental reviews and assessments for housing and zoning projects, ensuring compliance with environmental regulations, sustainability goals, and resilience measures.
  • Policy Advocacy: Advocate for housing policy priorities, funding opportunities, and regulatory reforms at the local, state, and federal levels to support affordable housing, fair housing practices, and community development.

Requirements:

  • Commitment to the mission and vision of CDLI.
  • Bachelor’s degree in urban planning, community development, land use planning, or a related field.
  • 5+ years of experience in housing planning, zoning administration, land use regulation, program management or related areas.
  • 2+ years of supervisory experience.
  • Knowledge of housing policy frameworks, zoning principles, land use regulations, and housing market dynamics.
  • Ability to work collaboratively in multidisciplinary teams, manage projects, and prioritize tasks to meet deadlines and achieve planning goals.
  • Familiarity with fair housing laws, environmental review processes, affordable housing funding programs, and regulatory compliance requirements.
  • Thrives in a fast-paced, collaborative team environment.
  • Strong verbal and written communication, project management and interpersonal skills.
