Overview:

The Montana Office of Public Instruction (OPI) is seeking a Project Manager to oversee the development, improvement, and maintenance of information technology systems used to operate and manage U.S Department of Agriculture (USDA) Child Nutrition Programs.

The Project Manager will work within the OPI IT and School Nutrition Programs. The Project Manager will work with OPI staff and contracted vendors to perform activities associated with technology that are essential for administration and improving program accountability and accuracy within and across the Child Nutrition Programs at the State and Local Educational Agency or Sponsor Organization.

Current new projects include system changes necessary to implement the Summer Non-Congregate Meal Service in rural areas and for system development for Summer Electronic Benefit Transfer Program (SEBT), as authorized by the Consolidated Appropriations Act, 2023 (PL 117-328).

Requirement:

Project Manager have a minimum of 10 years of experience working with USDA Child Nutrition Programs at the State agency level including the following:

  • Working with USDA FNS software and vendors.
  • Working with USDA FNS policy and personnel.
  • Working as a business analyst and systems analyst.
  • Conducting requirements management, systems testing, data analytics, federal reporting, systems design, systems integration.
  • Conducting continuous systems and business process improvement.
  • Managing multiple projects across several systems simultaneously.
  • Creating systems technical training documentation, webinars, and live sessions.
  • Preparing process documentation and standardized project documentation.
  • Federal grant writing and reporting.
  • Federal, State legislative, and internal audits and management evaluations.
  • Project Manager have extensive knowledge of the School Nutrition Program's business processes, changing USDA policy, applied technology, and customers.
  • Project Manager have knowledge of the Direct Certification process.
  • knowledge of SNAP, TANF, Medicaid policy and systems
  • Project Manager have experience with vendor management including managing vendor project lifecycle documentation and activities
  • Project Manager have extensive knowledge of the School Nutrition Program's business processes, changing USDA policy, applied technology, and customers

Deliverables

  • The Project Manager addresses enhancements to usability, sustainability, and performance of the systems, as well as plans for system updates arising from changing federal regulations and upgrades to current systems.
  • The Project Manager monitors USDA grant project scope, tracks schedules/costs/resources, monitors for quality assurance, and submits progress reports.
  • The Project Manager also determines if grant project goals, objectives and activities are increasing efficiencies in technology systems to improve program and data integrity.
