Job Summary:

The Native American Community Clinic (NACC) is seeking a highly skilled and experienced Tribal Health Director to lead our substance use disorder programs. The ideal candidate will focus on promoting integration and providing a seamless experience for patients accessing chemical health services across the organization. This role will be responsible for the performance of NACC's Intensive Outpatient Program (IOP) and will be critical in working with the medical team to enhance the client experience in our Public Health dosing program, which is a collaboration between medical and chemical health. The role requires understanding how to optimize medical and chemical health services to support clients in achieving their own vision of recovery and addressing systemic barriers they face.

This role involves managing our collaborative relationship with the Red Lake Nation and ensuring compliance with tribal licensing standards. The Tribal Health Director will also be responsible for developing programs that address disparities within the Native American community, including high rates of overdose and barriers to recovery for those experiencing homelessness and trauma. The role will be instrumental in promoting NACC's harm reduction philosophy that prioritizes access to life-saving medications for opiate use disorder and respects client choice.

Key Responsibilities:

  • Program Integration and Management:
    • Oversee the daily operations of NACC’s chemical health programs, working to promote integration with NACC’s medical, dental, and outpatient behavioral health services.
    • Ensure programs comply with State of Minnesota regulations and Red Lake’s tribal licensing standards.
    • Integrate chemical health and public health programs , ensuring seamless coordination with medical services.
  • Staff Supervision and Development:
    • Recruit, train, and supervise chemical health program staff.
    • Work with Human Resources to conduct regular performance evaluations and provide feedback.
    • Coordinate care with other NACC providers and services to promote a patient-centered experience.
  • Data and Reporting:
    • Synthesize data from multiple sources to assess program effectiveness, identify disparities, and make program development decisions.
    • Prepare and present reports to NACC’s leadership team, Board of Directors, and Red Lake Nation on program performance and outcomes.
    • Take ownership of the Electronic Health Records (EHR) system, ensuring patient care documentation is optimized for improved patient care.
  • Financial Management:
    • Develop and manage program budgets in collaboration with the finance team.
    • Identify funding opportunities and assist in grant writing.
    • Monitor grant work plans and data needs, ensuring that daily chemical health operations are aligned with grant requirements.
    • Responsible for billing compliance, ensuring that notes are accurate and meet standards, and that services align with the DHS provider manual and Red Lake Tribal licensing standards as appropriate.
  • Collaboration with Red Lake Nation:
    • Maintain and strengthen collaborative relationships with the Red Lake Nation. Address and resolve issues related to the partnership, ensuring mutual goals are achieved.
    • Oversee billing processes and ensure accurate and timely billing for services in partnership with Red Lake.
  • Community Outreach and Program Development:
    • Develop and implement innovative programs to address high rates of overdose and barriers to recovery, including homelessness and trauma.
    • Represent NACC at community events and forums to promote chemical health programs.
    • Collaborate with community leaders and organizations to enhance program reach and impact.
    • Develop strategies to continuously improve program effectiveness.

Qualifications:

  • Master’s degree in Public Health, Health Administration, Social Work, Psychology, or a related field is preferred.
  • Bachelor's degree in a related field with extensive experience in substance use disorder treatment and program management may be considered.
  • Minimum of 8 years of experience in substance use disorder treatment, with at least 4 years in a leadership or management role.
  • Experience working within Native American communities or with tribal health programs is highly desirable.
  • Proven track record of developing and managing chemical health programs, including intensive outpatient programs (IOP).
