Job Title: Payroll Supervisor, ACCT

Department: Finance (Accounting)

Reports To: Payroll Manager

Supervises: Accounting Technicians (Payroll)

FLSA Status: Exempt

Pay Grade: E5

Job Type: Regular, Full-Time

General Functions:

The Payroll Supervisor is responsible for the supervision and coordination of Cook Inlet Tribal Council’s (CITC’s) payroll processing operations. This position assists in overseeing the payroll team to ensure payroll is processed accurately, timely, and in accordance with internal controls while abiding to municipal, state, and federal rules and regulations. This role serves as payroll subject matter expert and works closely with the Payroll Manager and the Human Resources Department. In addition, this role oversees and maintains the state and federal payroll tax filings within and outside the state of Alaska. Understanding the payroll journal entry posting process is also very important to this role.

Duties and Responsibilities:

  • In conjunction with the Payroll Manager, recruits, interviews, hires, and trains new staff in the department as well as provides constructive and timely performance management and evaluations.
  • Oversees the daily workflow of the department.
  • Establish and maintain system of internal controls and segregation of duties over the payroll process. Recommend structural and/or process changes to the Payroll Manager and Assistant Controller.
  • Assist with payroll system testing and implementation projects as required.
  • Answer and resolve payroll and pay-related questions, concerns, or issues.
  • Review, correct, and approve payroll distributions along with the Payroll Manager.
  • Review payroll-related reconciliations, adjustments, and payments. Prepare payroll and benefit-related reports as requested.
  • Prepare payroll-related analysis, statements, and projections, communicating results as appropriate.
  • Facilitate work between the payroll team and ADP to ensure quarterly payroll earnings, taxes, deductions, leave, retirement, and benefit summary reports and filings are prepared, reviewed, and filed.
  • Oversee payroll processes, maintenance of records, data continuity, and compilation of reports between payroll processing system and Sage Intacct.
  • Ensure payroll processing conforms to internal controls and is compliant with all relevant federal, state, and local payroll, wage, and hour laws and best practices.
  • Prepare/review weekly payroll journal entries and assist with the monthly payroll liability reconciliation process.
  • Act as backup for Payroll Manager or other payroll staff as needed.
  • Lead CITC payroll staff development training.
  • Manage oversight of retirement plans in collaboration with Human Resources.
  • Performs all related duties as needed and assigned.

  • Strong knowledge of tax forms and regulations.
  • Demonstrated ability to reconcile payroll liability accounts balances and understand their impact on financial reporting.
  • Ability to prioritize and manage multiple tasks simultaneously in a deadline driven environment.
  • Ability to maintain confidentiality at all times.

Minimum Qualifications:

  • Bachelor's degree in accounting, Finance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • One year of lead, supervisor or management experience.
  • Two years of experience in all relevant payroll processing activities, including data entry, timesheet certification, preparation of vouchers, compilation, and distribution.
  • Two years of experience in all relevant post-processing payroll activities, including system maintenance, general ledger reconciliation, recording associated transactions, and payroll reporting.
  • Continued employment is contingent upon satisfactory completion of state and federal background checks.

Preferred Qualifications:

  • Five (3) years related payroll experience
  • Two (1) years ADP Payroll experience
  • Certified Payroll Professional (CPP)
  • Experience with Sage Intacct
  • Intermediate Microsoft Excel Level of Proficiency

Physical Requirements:

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
