External Affairs Manager

Purpose
The External Affairs Manager is responsible for planning and executing community relations and social performance to plan aimed at building strong and sustainable relationships that will ensure project delivery and serve as the foundation to create and maintain a robust social license to operate.
Our client is aiming to build a next-generation mine with sustainability at the heart of its design, this includes our approach to social performance.
This role is responsible for the design and implementation of the community engagement plan in a way that provides ample opportunity to understand and address stakeholders concerns related to the project execution, ensuring that real and perceived impacts will be managed properly.
The role is also in charge of the designing, internal coordination, and execution of the Social Performance plan, ensuring that the project will generate shared value for the communities through job & business opportunities, and social investment programs.
Responsibilities
The External Affairs Manager will:
Champion the operating model, values, Code of Conduct, and Care Strategy and relentlessly address deviations from these.
Develop and execute the External Affairs Strategy for project delivery and sustaining operations.
Manage all community-based studies and assessments.
Provide strategic leadership to the broader communitys team.
Support all public consultation and agreement requirements under NEPA process.
Work in partnership with other functions to plan and deliver: Nature based strategy; local procurement and workforce goals; economic development and community health impact plan.
Implement and ensure alignment to the Social Performance Standard.
Work collaboratively as part of the EA Americas leadership team with EA Americas team.
Support and work with Sustainability team and rest of Corporate LEALT.
Advise the Leadership Team on risks and opportunities on social license to operate to influence the approach to project implementation.
Establish and maintain relationships with government agencies and civic and professional organizations in the region to execute the Stakeholder Engagement Plan.
Implement stakeholder scoping and consultation to support requirements for permitting process; implementing GISTM, IRMA readiness or other industry standards and ratings; biodiversity no-net loss approach; and decarbonization.
Manage the development of the Cultural Heritage Management Plan and the implementation of an early and active engagement with Tribes both for legal obligations and social license to operate.
Qualifications
Bachelors degree in arts or science in a field that is linked to social performance or mining, relevant masters degree a plus.
Strong communication skills including writing experience and ability.
Strong project management skills to meet deadlines, establish clear priorities quickly, and bring projects to completion on time and within budget. Knowledge of federal, state, and local laws, legal codes, administrative procedures, government regulations, and agency rules as they relate to the social and environmental aspects of mining operations (NEPA, ACHP).
Knowledge of best international Social Performance practices applied to mining projects, including Human Rights and tribal engagement.
Ability and proven capacity for engaging with senior and or challenging external stakeholders.
Ability and proven capacity to collaborate with and influence senior internal stakeholders.
Proven experience and knowledge on regulations and best practices related to engaging and working collaboratively with tribal stakeholders in the U.S.
Strong capability as a leader to guide teams and to influence and coordinate with other teams, colleagues, and managers in the organization.
Technical Skills
Excellent verbal and written communication skills
Interpersonal skills and experience professionally representing a company or organization in the community.
Proficiency in Spanish preferred
MS Office (word, excel, PowerPoint)
Experience
At least 15 years of experience in community engagement and social investment including a demonstrated track record of working with multiple local organizations (non-profit, government, etc)
At least 10 years of specific experience in projects related to mining or energy sectors.
At least 6 years of experience in leading teams in charge of community engagement processes, social investment programs, and consultation for mining projects.
Proven experience in leading consultation plans with tribal stakeholders.
Experience in leading projects/programs that support and are aligned with the companys broader engagement and business objectives.
