The Senior I&E Project Engineer (Long-term Contract) will act as the Electrical Engineer Subject Matter Expert (SME), collaborating with production, maintenance, and technical teams to develop estimates and implement both electrical and non-electrical capital projects. This role includes resolving start-up issues, enhancing processes, and improving safety. The engineer will manage projects from inception through to final documentation and closure.

Essential Responsibilities:
  • Project Management: Direct and oversee small to large capital projects from start to finish.
  • Scope Definition: Define project scope, goals, and deliverables in alignment with plant requirements and management expectations.
  • Documentation: Develop comprehensive project documents, including detailed engineering and design specifications, Inquiry to Bid (ITB) packages, and other relevant materials.
  • Budgeting: Estimate project costs, submit budget proposals, and recommend budget adjustments as necessary. Monitor costs and produce variance reports.
  • Resource Planning: Identify necessary resources and develop timelines to ensure on-time, on-budget project execution.
  • Scheduling and Tracking: Plan, schedule, and track project timelines and milestones.
  • Vendor and Contractor Selection: Choose equipment, piping, electrical & instrumentation, civil, structural components, and select vendors/contractors through the bid process as applicable.
  • Negotiation: Negotiate with vendors/suppliers to align with project budgets and process requirements.
  • Communication: Effectively communicate project expectations to team members and other departments in a timely and clear manner.
  • Stakeholder Liaison: Maintain ongoing communication with project stakeholders.
  • Task Delegation: Assign tasks and responsibilities to appropriate team members.
  • Reporting: Develop and deliver progress reports, proposals, requirement documentation, and presentations.
  • Risk Management: Proactively manage project scope changes, identify potential risks, and develop contingency plans.
  • Transition Support: Assist in transitioning projects to the production department, ensuring proper operation of installed equipment and training personnel on new systems and processes.
  • Safety Compliance: Adhere to all onsite safety policies.
  • Process Improvement: Recommend improvements for processes, production, and departmental operations.
  • HAZOP Participation: Engage in project Hazard and Operability Studies (HAZOPs) and Process Hazard Analyses (PHAs).
Qualifications:
  • Bachelor's Degree in Electrical Engineering.
  • 7+ years of experience in electrical and instrumentation design and implementation.
  • Experience with electrical and non-electrical capital projects (e.g., civil, mechanical).
  • 10+ years of engineering experience in chemical or refinery operations.
  • 3-5 years of project management experience.

This role is 18mths+ long-term contract | Onsite
