Job Summary:

The United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. Constant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics, configuration management, post-delivery, and documentation support services.

Requirement: Active Secret Clearance

Education and Experience:

  • Shall have a minimum of ten (10) years' experience supporting Major Acquisition Program(s) (DHS/USCG Level 1, DoD ACAT I or equivalent) in a systems engineering/Test and Evaluation (T&E) role.
  • Shall have considerable experience with all aspects of large vessel test and evaluation processes and oversight, including documentation, tracking, and reporting.
  • BS or equivalent experience

Essential Duties:

  • Directly support Combat System Certification Panel approval process for NSC systems, along with identifying and tracking cyber posture of combat systems, communication systems, and Navy Type Navy Owned (NTNO) equipment.
  • Perform all Test and Evaluation (T&E) processes and procedures in accordance with the USCG NSC PMO's Test and Evaluation Master Plan (TEMP)
  • Document and report what is accomplished during testing efforts and potential deviations from program objectives and established requirements. The USCG will identify program objectives and established requirements prior to each event.
  • Participate in pre- and postbriefs for T&E events. Prepare draft briefs for approval by the USCG NSC PMO functional lead and present support documentation on disparities that deviate from program objectives and established requirements.
  • Provide recommendations to the Government when creating or reviewing test criteria. Analyze test criteria provided by the shipbuilder, test authority, or test agent(s) to ensure accordance with USCG NSC PMO established guidelines and performance specifications, while identifying disparities and proposing resolutions.
  • Provide a quarterly report detailing disparities and/or resolutions as applicable.
  • Support all test scenario development, coordinate test schedules between the USCG NSC PMO, shipbuilder, USCG product line, test agent(s) and test authority, and track all NSC T&E events including but not limited to Acceptance Trials (AT), Verification of Correction of Deficiencies (VCDs), and CSSQT. At a minimum, track test descriptions, test event dates, test agent(s) responsible for conducting test(s) or partly responsible for providing test criteria, test success criteria, certification(s) and/or system(s) to which testing applies, testing progress, and final outcomes. Track action items, issues, and discrepancies identified during test event(s).
  • Work with the T&E working IPT, test owner(s), and the USCG NSC PMO functional lead to conduct requirements analysis and develop plans of action to achieve closeout or issue resolution.
  • Develop reports detailing verification and validation of requirements, discrepancies noted during test events, and areas of deficiencies in meeting established requirements. These reports must be based on observations and findings identified for developmental and operational testing conducted in support of T&E.
  • Review all test reports from external entities supporting test events and update the USCG NSC PMO Test Reports accordingly.
  • Update the Requirements Traceability Matrix (RTM) by using test report documentation to assess alignment with established requirements and identify the areas where additional testing is likely required.
  • Identify risks associated with T&E and provide input for risk mitigation and resolution to the USCG NSC PMO functional lead for discussion at USCG NSC PMO Risk IPT Meetings.
  • Support the development and update of all T&E documentation by providing input and edits as required. Upon final signature, maintain all official T&E documentation within the USCG NSC PMO NSERC SharePoint site. T&E documentation includes but is not limited to: TEMP, Integrated Evaluation Framework (IEF), requirements documents, performance specifications, and other documents as defined by the acquisition lifecycle framework.
  • Provide support and expertise for white paper and analyses for test and evaluation related issues and program management as required by the USCG. Provide support analysis to advise USCG NSC PMO senior management of solutions. Develop business cases, data, and metrics to support analysis, and provide program risk analysis and general acquisition expertise.
  • Communicate and participate in IPTs and working groups with USN entities, other Government agencies, and their Contractors in support of the USCG NSC PMO. Support TIMs as requested by the USCG NSC PMO functional lead to ensure integration between the engineering support Contractors.

  • Knowledgeable in cyber security policy for both C5ISR and HM&E systems.
