Bizzell is seeking a Health Informatic Specialist to act as a liaison between clinical end users involving medical devices and the Department of Defense (DoD) Electronic Health Record (EHR). This role will provide technical expertise to leadership for clinical effectiveness teams, clinical optimization involving medical device integration, and the assessment to interface clinically reliable, safe, and effective medical technologies across the Defense Health Agency (DHA) enterprise through the application of standard engineering techniques, procedures, and criteria. The incumbent is a primary resource for Medical Device Integration leadership when mission critical updates or issues are identified at the local facility, regional, or national levels and serves as the subject matter expert for new technology assessment usability.


Supervisory Responsibilities: None


Duties/Responsibilities:

· Perform as a primary MDI subject matter expert for Health Informatics, serving as a knowledge expert for the MHS GENESIS EHR and associated medical devices. Provides users, clinical and support staff with consultative support and education.

· Develop strategies to support end-to-end site coordination and execution of developed medical device integration processes and procedures; consulting, advising, and educating all levels of organization hierarchy on methods and means to improve the delivery of effective and efficient healthcare.

· Integrates knowledge of clinical and informational management processes to achieve successful adoption and application of new technologies to support healthcare operations and systems. Develops and assists with the education and performance of clinical functional validations involving various bedside monitoring and laboratory medical devices to EHR integrations.

· Develop and present recommendations for improving medical device management methods, issue resolution, and timely compliance with complex regulatory and healthcare accreditation guidelines.

· Evaluate the unique requirements of a specific clinical service in conjunction with the capabilities of software and associated medical devices. Coordinate the evaluation and subsequent modifications that improve medical device delivery of healthcare.

· Review the effectiveness of EHR systems and procedures to assure optimum benefit to patient care activities.

· Communicate with executive leadership and manage quality initiatives with partner organizations.


Required Skills/Abilities:

· Ability to perform management activities for geographically dispersed projects. Execute complex project coordination activities with multiple stakeholders within the DoD.

· Create and educate clinical end users on validation protocols used to assess the integrity of medical device integration.

· Assess new medical device capabilities involving integration requirements with the EHR and develop strategies to connect these platforms for use in clinical care. Coordinate and synchronize stakeholder efforts to modernize medical device advancement.

· Knowledge and experience with medical device regulatory standardized integration practices including CAP, FDA, ISO, and TJC.

· Ability to collaborate with medical device manufacturers and develop executive level assessments pertaining to clinical impact and benefit to the DHA enterprise.

· Create and manage multiple databases that will be flexible with all medical device integration phases (pre-deployment, deployment, and sustainment) consolidating data points into a single comprehensive system to support queries, analysis, and the ability to collaboratively share the information through the enterprise.

· Proficiency in understanding how medical devices is integrated into Cerner’s suite of Electronic Health Record (EHR) programs.

· Knowledge of requirements gathering quality management and testing theories and practices, experience developing test methods and procedures/protocols, metrics analysis and executing tests.

· Proficient in Microsoft Office Suite or related software (Word, Excel, PowerPoint, Outlook).

· Develop, implement, and track medical equipment lifecycle management metrics.

· Excellent verbal and written communication skills.


Education and Experience:

· Bachelor’s degree required.

· At least five (5) years’ experience in clinical healthcare delivery and technology management.

· At least five (5) years’ experience in implementation, deployment, and issue resolution pertaining to medical device integration with the DoD EHR.

· At least five (5) years’ background in the Department of Defense healthcare network.

· At least five (5) years’ executive advisory or consultative experience involving medical device integration.

· Three (3) years or more of MHS experience desired and knowledge of one or more Cerner Millenium applications such as PowerChart, PathNet, SurgiNet/SA Anesthesia, FetaLink, RadNet, iCommand, CCE Admin Tool, etc.

· Functional clinical and/or biomedical support experience involving various specialized inpatient, outpatient, and ancillary care environments.

· DoD MHS GENESIS medical device integration experience preferred.

· Bedside Monitoring Device Integration (BMDI) and Laboratory Medical Device Integration (LMDI) integration/implementation preferred.


Physical Requirements:

· Prolonged periods of sitting at a desk and working on a computer.
