POSITION: Public Health Education Specialist/School Liaison

DEPARTMENT: Health

SALARY: $1,910.04 Biweekly


Incumbent serves as the Public Health Education Specialist/School Liaison responsible for assisting with case management, coordinating disease prevention efforts in k-12 schools, and providing support to department personnel.


DUTIES:

Assists with assessing needs, resources, and capacity for health education/promotion.

Serves as health education/promotion resource person.

Represents the Health Department at health fairs, conferences, coalitions, taskforces, and other community events, at times focus is on increasing membership and participation in health department review teams and community coalitions.

Coordinates with IDOH School Nurse Consultant and Epidemiology, and Preparedness Field staff to support the schools.

Establishes reporting/meeting cadence with IDOH, LHD representatives, and school representatives ensuring open communications, understanding of current guidelines, and consideration of COVID-19 and other communicable disease(s) as defined by 410 Indiana Administrative Code.

Assists workgroups in implementing and evaluating work plans for health improvement priority areas.

Communicates promoting and advocating for health and health education activities.

Supports schools in communicable disease response plans ensuring continuity of planning throughout the jurisdiction.

Coordinates recovery of pandemic-related deficits in student health wellness.

Identifies both external and internal resources available to support LHDs and schools to continue and sustain best practices and initiatives as identified.

Performs related duties as assigned.


JOB REQUIREMENTS:

Baccalaureate degree or equivalent years of experience with an interest in Health Education, Health Science, Health Promotion, Public Health, or School Health Education.

Practical knowledge of public health laws, regulations, and related operations, methods, principles and safety measures with ability to assist medical professionals, evaluate processes, and make recommendations for improvement.

Practical knowledge of communicable diseases and vaccinations, especially COVID-19, with ability to perform contact tracing and make referrals as needed.

Practical knowledge of standard office procedures, basic computer skills including data processing/spreadsheet/email and ability to create presentations/flyers/posters/brochures, as well as Department-specific software/applications, with ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of basic filing systems with ability to create and maintain accurate and complete Department files.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare correspondence and reports.

Working knowledge of 410 Indiana Administrative Code, Article 1, IDOH Communicable Disease Reference Guide for Schools, and support schools understanding of responsibilities.

Ability to properly drive a vehicle and operate a variety of standard office equipment, including computers, calculators, and other equipment as needed.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

Ability to effectively communicate orally and in writing with co-workers, other County departments, state and federal agencies, school corporations and health partnership members and the public including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to make presentations to the public and large groups.

Ability to provide timely feedback to LHD, IDOH, and school corporations.

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time, under time pressure.

Ability to perform simple arithmetic operations, such as counting, adding, and subtracting.

Ability to compare or observe similarities and differences between data/people/things, perform arithmetic operations with data, analyze/compile/collate/evaluate data, and make data-driven decisions.

Ability to coordinate with and in creating Health Department public health displays.

Ability to occasionally work evenings and respond to emergencies on a 24-hour basis and from an off-duty status.

Possession of a valid driver's license and a demonstrated safe driving record.


DIFFICULTY OF WORK:

Incumbent operates within broad and general guidelines, exercising discretion and independent judgment in selecting the appropriate approach or adapting unclear guidelines to address specific situations. Numerous duties are performed that are not directly related to one another.


RESPONSIBILITY:

Incumbent is responsible for proper completion of assigned tasks where desired results are clearly indicated. Incumbent exercises independent judgment in a variety of situations and circumstances, using departmental policies for guidance. Unusual problems or situations are discussed with the supervisor, and work product is periodically reviewed for soundness of judgement, compliance with legal requirements, and effect on Department goals and objectives.


PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, state and federal agencies, school corporations and health partnership members, and the public for the purpose of exchanging information, rendering service, negotiating solutions, and providing instruction.

Incumbent reports directly to the Administrator.


PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs a majority of duties in a standard office environment, in local school buildings, and health clinics, involving sitting/walking at will, driving, lifting/carrying/pushing/pulling objects weighing less than 50 pounds, handling/grasping/fingering objects, bending, close vision, color perception, hearing sound/communication, and speaking clearly.

Incumbent occasionally works evenings and responds to emergencies on a 24-hour basis and from an off-duty status.
