Job Summary:

The EHS Coordinator is responsible for the promotion of and adherence to safe work practices as well as to ensure compliance with all Federal, State, and Local safety and health laws, standards, and regulations. The coordinator will actively collaborate with all staff and management to ensure successful development and progression of a thriving safety-centric culture. They will develop, design, plan, implement, and monitor the District's safety and risk management policies, procedures, and standards. They will assist with the development, coordination, and implementation of the District's risk management programs, including hazard identification and evaluation, training and loss control activities and claims processing. They will also assist in the administration of the District's Workers Compensation program.

Essential Duties and Responsibilities:

  1. Administer the District's Safety Program. Promote a company safety culture through coaching, development, influence, and training. Responsible for creating, developing, and recommending occupational safety and health policies, standards, regulations, practices. Ensure District compliance with Occupational Safety and Health Administration (OSHA) and other federal, state, and local safety and health laws, standards and regulations including related training, testing, and certification requirements. Audit Environmental Health and Safety standards and safety program compliance with District policies, governmental relations, and other compliance requirements.
  2. Conduct safety audits/inspections to ensure consistency with procedures, protocols, and regulatory requirements. Correct and/or abate hazards and lessons learned from site visits, safety audits or incident investigations. Conduct and/or actively support incident investigations to determine root cause analyses and injury case management and recommend appropriate corrective actions and/or changes to procedures. Develop incident reports to support findings from incident investigations. Communicate safety related incidents to management and safety committee to report and review root cause. Maintain incident data and safety metrics to compile reports.
  3. Create a safety training schedule and ensure all training courses are defined, tracked to completion, proper recordkeeping and effective. Develop, provide, and/or coordinate EHS, security, and other risk management training for all District employees. Deliver training on safety initiatives, employee orientation, regulatory requirements, and work safety instructions.
  4. Involved with risk and hazard identification and evaluation, training, and loss control activities, claims and processing and program monitoring. Coordinate with Management on all damage claims. Establish and/or manage programs to reduce loss or damage and other sources of potential liability. Assist/facilitate in development of risk assessments and work instructions/procedures. Work with Division Managers/Supervisors and Directors to ensure that all key EHS operational controls are in place and EHS action items are resolved on a timely basis.
  5. Collect, evaluate, and maintain safety and risk management data. Identify leading and lagging indicators and other metrics for the District that can be used to support safety, safe practices, and employee engagement. Review reports on all injuries, vehicle incidents, property damage, and other losses. Prepare and submit reports to the Director and/or Management on all injury, vehicle and property damage and other loss claims. Is responsible for regulatory reporting to OSHA, Department of Transportation (DOT), and other agencies.
  6. Assist in the administration of the District's Worker's Compensation Program. As directed, this may include the District's return-to-work program, which involves being the primary contact with all physicians and medical professionals, injured employees and the District's workers compensation insurance carrier. It also includes establishing and maintaining a relationship with a preferred care provider for workplace injuries and other issues.
  7. Provide technical expertise and consultation to management and supervisory staff regarding efficient loss control strategies, compliance issues and other safety and risk management issues. Serve as the District's safety and risk management liaison between internal departments, safety committee, insurance brokers and carriers, and federal/state agencies.
  8. Administer the DOT Commercial Drivers' License (CDL) Program. Track all CDL driver requirements including medical card certifications and drivers' licenses.
  9. Lead safety committee and administration of District PPE program and training. Procure and distribute safety related equipment and PPE for al employees. Evaluate the effectiveness of PPE. Develop and administer Division Manager/Supervisor Safety Implementation Plan including responsibilities, goals, incident investigation processes and department safety responsibilities.
  10. Prepare annual safety budget and assists department managers in budget preparation for individual department safety needs.
  11. Participate in committees and organizations to further the District's development as assigned.
  12. Assist District Management as assigned/required.

General Qualification Requirements

Prior Work Experience: At least five years of job-related prior experience including experience as a supervisor, program management, and/or safety field experience.

Education and Training: High school diploma or equivalent plus additional job-related technical training required. An associate or bachelor's degree from an accredited college, in occupational safety and health, is preferred.

Licenses, Certifications, etc.:

Required: Valid Utah driver's license, Occupational Hygiene and Safety Technician (OHST) or Construction Health and Safety Technician (CHST) Certification through the Board of Certified Safety Professionals, equivalent safety certifications, or ability to be able to obtain within 12 months of hire.

Preferred: Any combination of the following including Safety Trained Supervisor (STS), Safety Management Specialist (SMS), Associate Safety Professional (ASP) or Certified Safety Professional (CSP) through the Board of Certified Safety Professionals.

Preferred: Certified in Grade IV Water Distribution and Wastewater Collections

  1. Good working conditions within a safe office environment. Occasional exposure to outdoor weather conditions, moderate noise, airborne particles, oils, toxic or caustic chemicals, vibration, wet or humid conditions, near moving mechanical parts, near street traffic or confined spaces.
