Our client is seeking an Instrumentation and Control Specialist to analyze, design, and program process control systems for new and existing water treatment systems. In this role, you will provide technical expertise and assistance in support of the Organization's SCADA and instrumentation and controls systems (I&C).

The position implements and monitors I&C-related technical programs, maintains equipment and structures used in the collection, transportation, storage, and processing of water and wastewater, and performs corrective and preventative maintenance on instrumentation, electronic and electrical operating control systems, equipment, fixtures, and devices.

Requirements:

Duties and Responsibilities:

  • Perform technical and specialized duties in the planning, enhancement, research, development, installation, troubleshooting, maintenance, and repair of instrumentation for a variety of data acquisition, SCADA, radio communication, instrumentation and control equipment and systems.

Job Specifications:

  • Installs, modifies, maintains, calibrates, tests, tunes, diagnose, rebuilds, repairs, programs, documents, monitors, and maintains various instrumentation and control equipment and systems which includes SCADA and radio communications.
  • Recommends replacement and updates on systems and equipment.
  • Troubleshoots complex problems in instrumentation and control systems.
  • Gathers and interprets data from SCADA systems, CMMS, and other sources; interprets data and analyzes general instrumentation programs; recognizes and identifies trends in instrumentation and control systems; performs failure and root cause analysis.
  • Installs electrical circuits, relays, switchgear, wiring, electronic alarms and telemetering equipment used in the operation and monitoring of equipment and systems.
  • Installs, maintains repairs, overhauls, calibrates, tune, repair and tests a wide variety of instrumentation for water/wastewater systems that record, control and regulate level, flow, pressure, temperature, position, data logging and display equipment, and analysis.
  • Construct and/or reconstruct circuits to accomplish operational needs.
  • Programs and maintains new and existing PLC's, Remote Terminal Unit's (RTU's) and data acquisition/telemetry systems according to changing needs. Performs programming corrections of automatic process control equipment and SCADA system devices.
  • Develops and maintains Human Machine Interfaces (HMI) using currently owned development packages.
  • Performs backup and recovery actions.
  • Partners with operations staff to troubleshoot equipment failures and repairs.
  • Identifies and proposes improvements with regards to the use of instrumentation and controls as well as participates in projects that involve the use of instrumentation and control systems and equipment.
  • Performs, tracks and reports duties utilizing established preventative and corrective maintenance protocols. Maintains accurate asset records. Assists with development and implementation of effective asset and inventory management controls.
  • Works from complex engineering drawings to complete projects and assigned work
  • Assists supervisor in planning work and ordering materials to facilitate the completion of assigned work.
  • Assists in establishing, implementing, improving and updating procedures directly related to the position and when areas of improvement are discovered, the creation, change or updating of a procedure is warranted. Assist in improving, updating and implementing facility processes. Actively participates in implementation, updating and learning of new software relative to the facility or position.
  • Oversees protection and integrity of SCADA system and ensures SCADA data integrity by establishing operational guidelines and controls including privacy, security, editing, validation, and restart/recovery controls. Collaborates with outside vendors in designing of database schema to integrate SCADA with other systems and database structures.
  • Installs, repairs, and configures security systems including access control and video systems.
  • Updates schematic drawings and blueprints to reflect as-built conditions. Assists in establishing, maintaining, and updating instrumentation and control system protocols, standards, policies and procedures.
  • Assists in training and/or coordinates training for users on instrumentation and control hardware and software via on-line training, one-on-one and classroom environments.
  • Ensures that an inventory of appropriate parts, materials, supplies and equipment used in everyday tasks is maintained.
  • Partners with users, colleagues, managed service providers and vendors as required on various instrumentation and control needs.
  • Collaborates with colleagues, consultants and vendors with various aspects of the instrumentation and control systems and equipment which may include updates, upgrades, registration, compliance, backups and networking. Maintain vendor relationships.
  • Ability to appropriately respond to emergencies that occur during off-duty hours, inclement weather and provide resolution on a temporary or permanent basis depending upon circumstances.
  • Ensures adherence to safe work practices and procedures by adhering to all lock-out tag- out procedures, drawings, job safety procedures, SDS, and wearing the appropriate PPE for the job and following work instructions and SOP's.
