JOB DESCRIPTION: Civil Operations Manager

LOCATION: Great Falls, MT

REPORTS TO: Market President

REPORTING POSITIONS: Project Managers / Engineers Superintendents / Foremen / Field Personnel Warehouse Employees

JOB OBJECTIVE: To oversee the daily operations of the civil construction department. To lead the department so it meets the goals and obligations as follows:

a). Strong Safety Culture

b). Profit

c). Customer Service

d). Continued improvement on structure, standardization, culture, and communication.

RESPONSIBILITIES AND DUTIES

  • Manage and supervise day-to-day operations of business unit / operation group managers and their teams as needed.
  • Ensure a high level of safety culture and awareness throughout the department.
  • Assist with marketing efforts for business unit.
  • Review business unit bidding / pending / new projects list and follow-up with award and staffing issues.
  • Assist in management needs associated with estimating and bid closings.
  • Ensure pre-construction planning meetings are conducted for business unit projects.
  • Ensure bid estimate work units are quantified and confirmed to match contract work units, and that accurate original budget is developed.
  • Ensure prompt review and processing of business unit contract and subcontract agreements.
  • Ensure material / equipment management plan is developed, implemented, and monitored, including process of requisitions, buyouts, submittals, release, status tracking and delivery coordination.
  • Ensure business unit required billings are accurately and timely completed, and that payments are collected on or before due dates.
  • Ensure business unit change condition work is accurately and timely priced, submitted, processed, and collected.
  • Responsible for review and approval of all changes to subcontracts up to $25,000, greater than $25,000 and up to $50,000 requires Market President approval. CEO to approve changes above $50,000.
  • Review and approve all proposed changes to contracts with GC’s up to $25,000. Market Presidents to approve all proposed changes to contracts with GC’s or owners prior to submission exceeding +/- $50,000 up to $100,000 and sign all change orders to owners or GC’s exceeding $50,000 but up to $100,000. CEO to sign all owner or contractor change orders above $100,000.
  • Coordinate work and communications between departments as necessary.
  • Provide necessary training, mentoring, coaching and leadership for business unit/operation group personnel.
  • Conduct performance reviews of staff, and employee warnings and / or counseling as required.
  • Ensure labor resource loading and productivity tracking are implemented updated and analyzed on a weekly basis. Run the manpower meeting.
  • Ensure business unit monthly cost projections (JIP’s) are accurately and timely completed.
  • Quarterly business unit meeting to discuss market outlooks, profitability, opportunities, review budget with Market Presidents and CEO.
  • Interact with GC’s, owners, engineers and vendors on a regular basis to keep informed of opportunities both present and future.
  • Solicit suggestions from staff members on improving procedures, productivity, and efficiency. Forward suggestions to the Market Presidents.
  • Ensure post-construction closeout meetings are conducted for business unit projects.
  • Establish yearly / long term goals for the department.
  • Work with HR to establish policies, procedures, and systems to achieve our goals.
  • Maintain effective working relationships with all Foremen and Superintendents.
  • Assist Market President in establishing a department budget and review monthly.
  • Overall time approval for the department and monitor overtime.
  • Compile project bid costs and actual costs results for use in bidding on future projects. Build and maintain a historical data spreadsheet in collaboration with other similar departments.
  • Actively engage in the pursuit of new projects and clients.
  • Remain active in project managing at least one or two projects.
  • Monitor future manpower requirements. Monthly update of manhours report once JIP’s have been finalized.
  • Administer field incentive pay program.
  • Review / Approve monthly equipment job charge rental sheet before submittal to Fleet Manager.
  • Hold an annual estimating meeting with other branches to ensure standardization of our processes. Monitor estimating program for updates and pricing changes.
  • Help administer & maintain Policies and Procedures for the company.
  • Visit large projects at least once a month.
  • Attend and participate in weekly Operations Meetings
  • Assign bidding and Project Manager responsibilities.
  • Manage companies’ equipment and assets for the wellbeing of the company.
  • Ensure flow of information from design to Fab Shop is as efficient, effective, and accurate as possible.
  • Approve asset purchases and job charging of tools up $5,000. All purchases over $5,000 to be approved by Market President.

PROFESSIONAL IMAGE: Promote a positive image of the company through involvement in community activities, trade associations and professional functions. Includes representing the company as may be required at functions. There is not a formal dress code at the company; however it is required to be clean cut and have a professional appearance for this job.

DAILY ACTIVITY: Position requirements are to cover the bases when there are not enough field personnel to handle the given tasks at hand. This can’t be the norm as things fall apart when department heads are working in the field.

WORK HOURS: Work hours will be from 7:00 AM to 5:00 PM Monday through Thursday, and 7:00 AM to 12:00 PM on Friday's.
