Code Enforcment Officer - Planning

  • Full Time - 40 Hours Weekly
  • Monday - Friday Onsite; Daytime Flexible Hours
  • Evening, Weekend & Event Attendance As Needed

Purpose:

Inspect land development, residential and non-residential construction projects and properties, and Township municipal projects to verify and enforce compliance with adopted codes, approvals, ordinances, and regulations; reviews applications, issues permits, and maintain Township records on code enforcement activities as directed by the Director of Code & Planning.

Child Abuse Clearances will be required for this role.

Essential Duties and Responsibilities:

  • Review all permit applications for compliance with adopted building codes, zoning regulations; stormwater and floodplain ordinances; and Township grading codes.
  • Issues Township building, zoning, grading, sign, and street opening permits.
  • Maintains Township records of building permit and code enforcement activities.
  • Receive, investigate and respond to landowner and citizen complaints about building and zoning violations and nuisances.
  • Conducts on-site inspections of new or existing residential and non-residential structures, including additions or structural alterations, to determine compliance with adopted Township codes and approvals.
  • Engage in proactive inspections and participate in planned inspections related to approved land developments.
  • Inspects sidewalk installations relating to approved land developments and subdivisions.
  • Knowledge of federal, state, and local laws, statutes, and ordinances related to zoning, subdivision, and building construction.
  • Collaborate with other Pine Township departments to support the Township Municipal Separate Storm Sewer System (MS4) program.
  • Maintain required Pennsylvania Uniform Construction Code (UCC) certifications issued by the Pennsylvania Department of Labor & Industry.
  • Effectively collaborate and communicate with building contractors, landlords, supervisors, and others involved in the construction field.
  • Analyze and evaluate information accurately and express ideas clearly when providing oral or written reports and recommendations.
  • Attends Township Board of Supervisors and Environmental Advisory Council and Zoning Hearing Board meetings.
  • Displays and uses positive customer interactions.
  • Conduct and document site visits of field construction projects to verify compliance with approved plans.
  • Other duties as assigned by the Director of Code & Planning.

Knowledge & Abilities:

  • Advanced mathematics, calculations, and computer skills.
  • Effectively complete projects and meet deadlines while under pressure of competing priorities.
  • Problem solver, excellent communication, detailed and precise documentation.
  • Software: Microsoft Office (Word, Excel, Outlook), CivicGov, Traiser Permit, Tablet Style Softwares
  • Commute, with use of company vehicle, around Pine Township limits and neighboring areas.
  • General office functions such as scanning, copying, faxing.

Education and Experience Requirements:

  • Associate Degree in construction management, building inspection, or other related field preferred or 3 years proven working experience in building construction, land development, building contractor or construction inspector.
  • Current Pennsylvania Uniform Construction Code (UCC) certified in Building Code Official and Residential Building Inspector preferred or the ability to successfully obtain within 1 year of employment.
  • Reading and interpreting land surveys, civil land development, and building construction plans.
  • Ability to operate a motor vehicle for company travel to various locations.
  • Maintain a valid Pennsylvania Driver's License.
Physical Demands:

While performing the duties of this position, the employee is regularly required to sit; talk; read and hear both in person and by telephone; dexterity to use hands and fingers; handle, feel, and operate standard office equipment such as a keyboard; operate and drive a motor vehicle to various work sites; reach with hands and arms; stop, kneel, crouch, and lift 25 pounds. The employee is frequently required to stand, walk, and may be exposed to all outdoor weather elements and temperatures. The noise level in the work environment ranges from low to moderately loud.

While performing the duties of this position, the employee is regularly required to use written and oral communication skills; observe and interpret situations; read and interpret data, information, and documents; analyze and solve complex problems; use math and complete mathematical tasks; work with constant interruptions; and interact with Township officials, employees, and the public.
