Job Summary:

The Manager, Strategic Initiatives is responsible for researching, implementing, and overseeing projects within the Business and Capital Department. The Manager, Strategic Initiatives is responsible for leading special initiatives, adhering to program timelines and budgets, adhering to the legalities of program funding and managing multiple high priority assignments.

Minimum Job Requirements:

  1. Associate's degree in Economic Development, Public Administration of Accounting
  2. At least 4 years of related work experience
    1. The City will accept any combination of work experience and education in a related field
  3. Certification:
    1. Basic Economic Development Course (BEDC)
    2. Economic Development Institute (EDI)
    3. Community Development Institute (CDI).
  4. Valid driver’s license

Essential Job Functions:

  • Develop and/or update project plans including information such as objectives, technologies, schedules, funding and staffing; monitor project milestones and deliverables; request and review project updates to ensure deadlines are met.
    • Organizes development of Tax Increment Reinvestment Zone (TIRZ) adoption.
  • Oversee strategic business initiatives and special project assignments, from development through execution.
    • Manage real estate acquisitions, dispositions as well as reporting on commercial real estate sector.
    • Recruit and retain large employers through existing programs and research new methods for business attraction.
  • Collect, analyze and compile economic, market and demographic data for dissemination.
  • Promotes strategic initiatives and projects in a variety of ways including organizing, attending, and working economic development trade shows and trade show booths (including travel logistics for all attendees), attending site visits and developer meetings as required, and coordinating ribbon cutting and groundbreaking ceremonies.
  • Create, manage, analyze and provide summary of multi-source financial models and development proformas for major capital initiatives of the City
    • Performing revenue analysis and forecasting for funding sources that support the capital improvement program.

Knowledge of:

  • Economic Development principles, practices, and techniques.
  • General knowledge of local, state, and federal economic development incentives.
  • City policies and procedures.
  • CivicPlus and website administration.

Skills in:

  • Providing a high level of external and internal customer service.
  • Using verbal, written, and presentation skills to engage at a high level with all stakeholders.
  • Multitasking in an environment with multiple interruptions.
  • Microsoft Office products including Outlook, Word and Excel.
  • Using discretion and confidentiality in sensitive development matters.
  • Working independently in a proactive manner.
  • Maintaining detailed records and files.
  • Must have working knowledge of Must be proficient in Microsoft Word, Excel, PowerPoint, Creating and presenting PPT presentations.

Physical Demands/Work Environment:

Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people, some of whom may be irate or difficult.
