Position Description:

We are seeking a highly experienced Lead Business Analyst to provide support in business analysis and design activities, with a focus on gathering and prioritizing requirements, coordinating project timelines within The Office of Financial Information Systems (OFIS) with the CDC. The ideal candidate will have experience in the development of M365 and/or Power Platform projects, working closely with stakeholders, project teams, and leadership within the Office of Financial Resources (OFR) and other CDC teams. This role will focus on delivering effective business requirements and facilitating change management through ongoing project updates and training.

Responsibilities:

Business Analysis and Stakeholder Engagement:

· Lead and/or participate in the solicitation and development of business requirements through active collaboration with stakeholders, OFR leadership, and project development teams.

· Conduct business analysis to prioritize requirements, ensuring alignment with the needs of OFIS and its stakeholders.

· Coordinate with FTE and contract staff to schedule project timelines, considering input from stakeholders and project objectives.

· Consult with subject matter experts (SMEs), users, and stakeholders across OFR offices to ensure thorough understanding of business needs.

Documentation and Presentation:

· Prepare and deliver briefings, presentations, and reports to stakeholders, project development teams, and CDC leadership.

· Produce and maintain project documentation, including mock-ups, swim lane diagrams, application version notes, and other necessary deliverables.

· Provide regular reports and documentation to support the Change Control Board (CCB) process, ensuring all changes are properly vetted and approved.

Change Management:

· Lead outcomes for the CCB process, ensuring all backlog items are properly assessed, prioritized, and presented to senior leadership.

· Manage risks and issues throughout the project lifecycle, developing strategies for remediation and briefing the government on progress.

· Ensure all projects align with CDC’s Enterprise Performance Life Cycle (EPLC) and other governance frameworks.

Training and Communication:

· Develop and execute a comprehensive training strategy and plan for both technical and functional users.

· Design and deliver training materials, including user guides and manuals, that align with the CDC’s approved training strategy.

· Develop communication strategies and plans to inform end-users about new systems, upgrades, and other application-related updates.

Requirements:

· 8-10 years of experience supporting business analysis and project development at the CDC, with a strong focus on M365 and/or Power Platform projects. Strong understanding of CDC’s governance, particularly related to EPLC and change control processes.

· Proven experience in coordinating with various stakeholders, including leadership teams, project development groups, and external partners.

· Exceptional documentation and presentation skills, with the ability to convey complex technical information to both technical and non-technical audiences.

· Strong experience in change management, risk management, and issue tracking within large-scale projects.

Preferred Requirements:

· Proven experience in the development and delivery of training materials for technical and functional audiences.

· Ability to manage multiple work streams and track performance according to project timelines and deliverables.

· Familiarity with CDC’s Office of Financial Resources (OFR) and its business processes.

Compensation and Benefits

The projected compensation range for this position is $120,000 to $170,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
