MHI Ship Repair & Services is a major marine repair and conversion contractor serving the U.S. Navy, Military Sealift Command, Maritime Administration and Commercial ship owners and operators worldwide. Our shipyard is conveniently located in the Mid-Atlantic region at the port of Hampton Roads, Norfolk Virginia.
MHI is looking for a Strategic Planning Specialist who will serve as a liaison between the estimating and program management Departments for MHI. This position will work estimating during bid phase and build schedules for proposal as required. Upon award, will work to assist with pre-planning efforts, including but not limited to reviewing Standard Items and Work Specifications references and drawings. Will serve as Lead Scheduler during pre-planning efforts until an official Lead Scheduler is appointed and turnover between parties is conducted.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Builds schedule to submit with all bids that can be quickly converted into execution schedules.
- Assist Estimating Department in determining repeat items based on company execution/bid history and maintain historical job log for future bids.
- Review contract and Work Specifications during bid phase and address possible questions.
- Identify Critical Path and Controlling Work Items during bid phase.
- Reviews the Work Specification packages for potential conflicts.
- Participate in meetings between Estimating, Programs and Production to pose areas of concern.
- Work with Project Team, internal trades, Subcontractors, and Government entities to fully integrate work from all parties into a single Integrated Production Schedule.
- Assist with grooming and integration of AIT POAMs during pre-planning.
- Resource load production schedules based on consolidated estimates.
- Support in-house process and procedures development including managing file structure and template development.
- Serves as Lead Scheduler during work surge periods.
- Assists with training new employees, as well as assisting current employees as needed.
- Assists the Data Resource Manager as needed.
- Performs additional assignments per management direction.
QUALIFICATIONS AND EXPERIENCE
- High School Diploma or Equivalent.
- Eight years of relevant experience in ship repair industry or equivalent combination of 4-year Degree (preferably from Maritime Institute) and on the job experience.
- Excellent verbal, written and listening communication skills.
- Must have the ability to communicate effectively internally across the company, and externally with subcontractors, government representatives, and other customers.
- Ability to process information and make decisions in a fast-paced environment.
- Must have the ability to train others.
- Fluent in work specification interpretation, blueprint reading, contract interpretation, and NAVSEA Standard Items.
- Excellent organizational skills. Must have the ability to self-prioritize and self-start projects.
- Strong problem-solving and analytical skills.
- Strong computer skills, including the ability to use all Microsoft Products (Word, Excel, etc.) and proficiency in Primavera P6 or equivalent scheduling software with similar capabilities (MS Project, Open Plan, 3M Sked).
