Deliverables/Principal Results Expected:

  • Leads and is accountable for system wide delivery and performance of support services including: Facilities Management, Commercial Building Engineering Design/Plant Operations, Environmental Engineering related to State and Local Health Department Standards for water and Sewage Permitting and Plant Operations, Environment of Care/Life Safety compliance, Real Estate/Property Management, Design & Construction and Planning, Environmental Services. Establish, coordinate, and maintain operational structures within the system campuses, which promote multi-disciplinary collaborative processes, participative involvement and adequate resource allocation in maintaining excellence in all areas.
  • Evaluates current systems and processes and develops and implements system-wide standards for a comprehensive facilities management program including:
    • Preventive, corrective and routine building maintenance;
    • Environment of Care/Life Safety
    • Energy management;
    • Project management;
    • Subcontractor/Vendor management;
    • Procurement standards and processes;
    • Facility management support systems;
    • Performance management;
    • Life cycle cost management.
  • Project Management: Develops and manages the Facilities long-range Capital Improvement Plan including acquisitions and major renovations and improvements funded by a variety of sources. Responsibilities include identifying, coordinating, and working with external development partners such as architects, mechanical, electrical, plumbing and fire system designers, Environmental Site Permitting for water and sewage projects as well as related contractors, attorneys, community leaders, government agencies, financing partners, and funders. Provides leadership, project engineering design, oversight of general commercial building contractors, and management support from inception to completion, with a high level of communication both internally and externally.
  • Procurement: Oversees major procurement contracts for facility related maintenance, services, and improvements, identifying new vendors and contractors, developing and issuing requests for bids, contract development, and developing cost effective solutions and savings
  • Property Assessment and Planning: Directly responsible for assessing the condition and planning for improvements and replacement of properties.
  • Environmental Service: Continually improve the department's processes and outcomes, comply with facility policy and procedures, efficiently and effectively manage finances and resources, promote teamwork and customer satisfaction, and align the department services into the organization's KPI's and strategic plan for the delivery of an excellent client and employee experience.
  • Implement large capital projects with close collaboration between Operations, Clinical teams, other stakeholders and staff by establishing a standard of quality in project management by assembling and coordinating teams of professionals. Set priorities for capital implementations based on Administrative/Strategic priorities balanced w/ feedback on practicality of implementation to meet those priorities
  • Accountable for development and compliance with annual operating budget, while improving facility operating costs by limiting variation, standardizing cross-campus processes and implementing efficiency standards.
  • Works closely with the leaders of each campus to ensure a consistent partnership between Operations and Facilities/EVS.
  • Responsible for playing a key role in the planning of significant projects, organizational decision making, and driving growth within a high profile, fact paced environment.
  • Assures the environment is safe, secure and effectively meeting the needs of operations and continually ready to exceed all regulatory requirements.
  • Builds capabilities within Facilities Management by coaching, developing, evaluating and mentoring team members all while promoting professional development and ensuring strong staff engagement and retention.
  • Negotiates vendor contracts and maintains positive and effective relationships with all vendors. Improves facility operating costs while maintaining high performance and high customer satisfaction.
  • Leads and reinforces a culture of service within all facility services, annually developing and achieving service goals and targets.
  • Serves on appropriate medical, technology, and safety committees.
  • Leads development of the annual operating plan and budget. Provides administrative oversight in managing the financial resources. Oversees and enforces accounting and financial management policies of the practices and ensures compliance with financial decisions.
  • Develops and implements action plans to ensure costs stay within acceptable financial ranges for each product line within the department ensuring optimal performance and growth for the organization
  • Leads, directs, and evaluates daily operations, including operational and capital budget management, human resource policies and procedures and IT systems for all areas of responsibility including: fiscal management (FTE's, operating/capital budget).
  • Collaborates with leadership to assess technological and capital needs, quality and resource utilization opportunities for improvement.
  • Performs other duties and responsibilities as required.
  • Provide input to annual financial plans and manage capital within approved plans/budgets while summarizing

Technical Competencies:

  • Extensive knowledge of OSHA regulations, CARF, and other applicable State and Federal rules and regulations.
  • Extensive knowledge of commercial project floor plan design/layout, architectural, mechanical, electrical, plumbing, building codes both Federal and state as well as fire safety national codes.
  • Extensive knowledge of the principles, theories and practices of facility operations and management; design and construction management; contract terms and negotiations; and applicable laws, rules, and regulations.
  • Ability to evaluate situations, make decisions and react quickly and calmly in emergency situations.

Education, Experience:

  • Bachelor's degree in Business, Engineering, Facilities, Security Management, Hospital Administration or a related area is required. Master's degree in Business Administration or related discipline is preferred
