CLASS SUMMARY:
The Fire Chief applies management and leadership principles with critical impact on citizens and the organization. The position requires strategic and visionary thinking having organization-wide application and impact; develop and implement programs critical to the City; leading the organization and the community during declared disasters. The Chief is responsible for program outcomes across the Fire Department and Emergency Services, as well as supervising staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.


TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)1.Manages the planning, operations, and administration of all functions of the Fire Department, to include fire suppression and prevention, emergency medical services, loss prevention, life safety, and other fire service functions.2.Directs the activity of the fire department involving the administration of City and department-specific policies, procedures, programs, goals, and objectives, including responsibility for long-range planning; financial management; needs assessment; and supervision of staff and independent contractors for the department.3.Serves as the City's Emergency Management Coordinator, which involves managing the planning, operations, and administration of the City's emergency management program. Also serves as the Emergency Manager in the Emergency Operations Center.4.Prepares strategic plan and develops and executes special projects impacting department operations and activities; develops, implements and evaluates programs/projects in accordance with City and department plans and policies.5.Develops, prepares and monitors expenditures associated with department budgets, grants, and other funding sources for programs and operations.6.Represents the City and fire department to the public, elected officials, other agencies, other governments, committees, and organizations including making presentations, chairing and participating in meetings, conducting community outreach, and responding to requests for information.7.Analyzes and reviews pertinent Federal, State and local laws, regulations, policies and procedures in terms of impact on assigned programs; oversees and ensures compliance as required.8.Compiles, analyzes, and coordinates the development of narrative, statistical, progress, and evaluative reports related to fire activities and administrative matters.9.Performs other duties of a similar nature or level.

TRAINING AND EXPERIENCE:
Bachelor's Degree and twelve (12) years of experience related to fire, emergency services, and emergency management including five (5) years of supervisory and command-level experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


LICENSING REQUIREMENTS:
Master Firefighter Certification; Basic Fire Inspector Certification; Paramedic Certification; Emergency Operations Certifications; National Incident Management Systems Certifications.


KNOWLEDGE:

  • Pertinent federal, state, and local laws, codes, rules, regulations, codes, and statues;
  • Budgetary, contract, and financial management principles and practices;

PHYSICAL REQUIREMENTS: (Applies to some, but not all, of the positions listed above)

Positions in this class typically require: climbing, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; hazardous materials, such as chemicals, blood, and other bodily fluids; extreme temperatures; inadequate lighting; work space-related movement restrictions; intense noise; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel
